NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE.This notice is issued by the NASA/Kennedy Space Center (KSC) to post Draft Request for Proposal (DRFP) No. 80KSC022R0004 for the Consolidated Operations, Management, Engineering, and Test (COMET) requirement.  Interested potential offerors are requested to review the DRFP for comments.The purpose of the COMET requirement is to enable the evolution of exploration mission services and the principle functions are to provide safe operations, maintenance and processing of complex launch-related ground systems that require skilled engineering and integrated management.  COMET will provide engineering; ground system development; flight vehicle/spacecraft processing; and launch, landing, and recovery operations for the following Exploration Systems Development (ESD) programs: Exploration Ground Systems (EGS), Space Launch System (SLS), and Orion Multi-Purpose Crew Vehicle (MPCV) Programs.  COMET will provide services to International Space Station (ISS), Launch Services Program (LSP) as well as other NASA programs, commercial ventures, and partnerships at KSC.This DRFP is not a solicitation and NASA is not requesting proposals. Kennedy Space Center's (KSC) launch infrastructure and will provide ground processing for NASA Programs.  COMET services include operation, maintenance and processing of complex launch-related ground systems that require skilled engineering and integrated management.  COMET will provide engineering; ground system development; flight vehicle/spacecraft processing; and launch, landing, and recovery operations for the following Exploration Systems Division (ESD) programs: Exploration Ground Systems, Space Launch System, and Orion Programs. This contract will provide services to other NASA programs, commercial ventures, and partnerships at KSC.Requirements contemplated are included in the attached Draft PWS and are based on the best information available at the time of publication and is subject to revision.This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.  The Government may not respond to comments submitted.
