The statutory authority for the sole source procurement of these supplies and services is Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source, which states, “For purchases not exceeding the

Simplified Acquisition Threshold (SAT), (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” This notice is not a request for competitive proposals. This announcement is issued as a Request for Quote (RFQ).The NMCP Portsmouth, VA has a requirement for a follow-on contract for human cadavers required in support of the Bioskills Lab and Residency Training Program.
