DAS Procurement Services (DAS PS or Agency) is conducting this RFP on behalf of all State Agencies and Oregon Cooperative Procurement Program (ORCPP) Participants.

Per Special Procurement No. SP-1001-18, DAS PS is re-opening the solicitation for Organizational Improvement Services, to add additional Contractors to the list of approved vendors for the State of Oregon to do business with.

If you already have a contract with the State of Oregon for these services, there is not a need to submit a proposal in response to this re-solicitation.

DAS PS is conducting this RFP with the intention of entering into Master Price Agreements for Organizational Improvement Services. Organizational

Improvement Services include the following service categories:

Category A: Business and Strategic Planning
Category B: Leadership and Management Development
Category C: Process Improvement Methodologies
Category D: Organizational Change Management

Proposers are not expected to propose on all service categories requested within this RFP, but rather only those service categories for which Proposer is qualified to perform. Proposer may submit a response for one or more of the Service Categories listed in Section 2.4. DAS PS anticipates awarding multiple Master Price Agreements for each service category, to selected Contractors, provided the Contractor meets all the requirements of this RFP. DAS PS intends to award by service category listed in Section 2.4.

The Master Price Agreement(s) resulting from this RFP may be used by State agencies that are under the purchasing authority of DAS and ORCPP members. DAS PS does not guarantee any specific sales volume for this procurement. A current list of ORCPP members is found at: https://www.oregon.gov/das/Procurement/Pages/Orcpp.aspx.

The Master Price Agreement(s) resulting from this solicitation will have an initial term of two (2) years, with the option to renew in two (2) year increments, for a total maximum contract term of no more than ten (10) years.

Additional details on the scope of services are included in Section 2.4, Scope of Work/Specifications.

Any purchases under the Master Price Agreement must be authorized by Service Order Contracts (SOC) issued by Authorized Purchasers in accordance with the ordering procedures described in Attachment A - Sample Price Agreement. Proposers are advised that there is no guarantee of any specific amount of purchases under a Price Agreement. Notwithstanding the award of a Price Agreement, Agency may conduct separate solicitations or award project-specific contracts or purchase orders for Services similar to what is described within this RFP using any method allowed by law.
