Provide a more detailed description and explain the need forthe goods, services or grant to\nsupplementthe response in Part.\n\nDue to a boundary line dispute, in 2018 the Department hired Maine Boundary Consultants to research\ndeeds, range maps, surveys and a 1986 Referee\u2019s report to determine the location of a Western Property\nLine at Androscoggin Riverlands State Park. The surveyors research resulted in findings that confirmed the\nDepartment\u2019s believed location of the Boundary Line. In 2021 another abutter has contacted the Bureau\nand is disputing the boundary line in another location and claiming that one of the Bureau's trails is located\non the abutter\u2019s property. At this time, the Bureau has determined that it needs to have the entire boundary\nline researched, found, surveyed and blazed to establish the correct boundary. Maine Boundary Consultants\nneeds to continue their research and perform the on-the -ground survey work to confirm the correct location\nof the boundary line for the entire State Park.\n\nPutting this survey work out to competitive bid could result in another contractor having to perform the\nsame research that has already been done by Maine Boundary Consultants in 2018 and may result in a\nmuch higher cost and longer delivery time to resolve this dispute.\n\nIt is critical to determine the correct locations of all the Park\u2019s boundary lines to avoid possible timber\ntrespass from abutting landowners and protection of the public recreational resources located on the\ndisputed portions of property.\n\nThis request is for an amendment to the original contract to extend the end date to 5/31/2023 and to\nincrease the payment for additional work. Research performed on the property lines has revealed the\nneed for additional work on certain property lines due to errors done on previous surveys and issues\nfound on adjoining property ownership. The Department is also adding the installation of 40 six-foot\ntall Survey Boundary Posts needed to mark boundary lines in areas where there are no trees available\nfor blazing and these posts will have to be installed in the Spring of 2023.\n\n2. Provide a brief justification for the selected vendor to supplement the response in Part Il. Reference\nthe RFP number, if applicable.\n\nThis Provider has a reputation of being proficient at deed research, especially researching the historic data\nfrom the 17005 as was required for researching this property line. This Provider specializes in this type of\nextensive deed and title research to determine the location of difficult boundary lines. This surveyor also\nhas experience attending court and defending their findings.\n\n3. The surveyor is requesting an additional $20,000 for a total of $80,000. The additional $20,000 is\nto purchase and install 40 boundary markers and to do additional work on certain property lines due to errors\ndone on previous surveys and issues found on adjoining property ownership. This price for surveying the\nentire Park Boundary is a result from using this surveyor who has already worked on and completed the\nmajority of the extensive research and is now knowledgeable of the findings. Based on other surveys the\nBureau has had completed, the cost for this survey is fair and reasonable.\n\n4.
