The National Institute of Standards and Technology (NIST) has multiple Blanket Purchase Agreements (BPA) under existing GSA Schedule 847-0 for the Hollings Manufacturing Extension Partnership Program (MEP), Program Evaluation and Economic Research Group (PEER).  The BPAs assist the NIST MEP National Network in areas of economic research, evaluation, network performance, leveraging multiple sources of data and other areas designed to improve the performance and impacts of the MEP National Network.  This special notice is intended to notify industry of the opportunity to submit proposals to increase the BPA pool.These BPAs will provide NIST's, MEP PEER, with a qualified set of contractors with predetermined labor categories and rates. Firm Fixed Price Time and Material/Labor Hour type orders may be issued under the respective BPAs for specific services, identified within the Statement of Work.Call Orders may be issued under each established BPA, which will be based on scopes of work
defining specific requirements. The BPAs will establish agreed upon unit labor rates for various related labor categories.The associated NAICS code for this RFQ is 541720 and small business size standard is $22.0M. The BPA is 100 percent set aside for small businesses.The special notice for adding additional vendors to the BPA is open to small business contractors under the GSA Multiple Award Schedule (MAS) with the NACIS code 541720 as of the closing date of this special notice will be eligible to submit proposals.It is emphasized that there are no intended nor implied guarantees regarding the Government's usage of this vehicle. The additional BPAs established as a result of this special notice do not obligate any Government funds.Upon receipt of proposal, the CO will review them to determine if each vendor submitted a proposal in accordance with submission instructions. A proposal that does not include all sections and information required may be deemed non-responsive and, thus, unacceptable at the outset of the evaluation process and will not be further evaluated. The quoter, in this case would be notified.Proposals are due by 11:00am on Thursday, October 15, 2021 to Robert Singman, Contract Specialist, via email to robert.singman@nist.gov.
