The Host Nation Coordination Cell (HNCC) was established at the Combined Joint Operations Center - Jordan (CJOC-J) in response to a request from the U.S. Ambassador to Jordan because of the increased presence of Department of Defense forces in Jordan. Customs and immigration officers provide the mechanism for long-term relationship building with Jordan officials, frustrated by the constant rotation of U.S. personnel; provide advice to HNCC and CJOC-J leadership with respect to Jordanian culture; provide relationship continuity with Government of Jordan officials for execution of HNCC operations; provide Jordan immigrations and customs expertise and operational continuity of HNCC; and establish and maintain long-term relationships with key leaders including Ministry of Interior, Ministry of Transportation, Jordan Armed Forces/Air Force, Directorate of Immigrations Directorate of Customs, Jordan Intelligence Directorate, and Directorate of Military Security officials to facilitate U.S.
Military operations originating in Jordan. The Contractor shall provide personnel, equipment, tools, materials, supervision, and other items and services necessary to locate, screen, hire and maintain personnel capable of understanding and speaking Modern Standard Arabic and Standard English. The contractor shall be U.S company and have access to Joint Personnel Adjudication System (JPAS) and have a facility clearance and security manager, who can verify, track and update security clearances to the Government Special Security Officer (SSO) or Facility Security Manager (FSO) for the duration of the contract. The contactor shall ensure all contract employees have a minimum of a Department of Defense (DoD) recognized ‘SECRET' security clearance that is registered with the Defense Industrial Security Classification Office at the contractor's expense. Regardless of security clearance classification, all contract employees must pass the appropriate security screening for access to installations and personnel with whom they will come into contact. Additionally, all contract employees must be U.S. citizens. Contractors shall provide evidence of JPAS access prior to award.
