Office space will not be in a building that has thoroughfare under, or through, any part of the building.B. Personnel must have 24-hour, unrestricted access to the office and parking area.C. Office cleaning must be performed during core business hours that have been agreed upon by building personnel and the Special Agent in Charge (SAC) or Headquarters Branch Director (HQBD).D. Office space will not be located on the ground floor or top floor of any building. Office space will consist of
contiguous space located on one floor. Offices will not be located with window space which is adjacent to outside fire escapes, ledges, or mezzanines. Office space will be in a building with a lobby, as there will be no direct access to office space from outside the building.E. Security requirements for the parking area structure for official Government vehicles will depend on local conditions which will be evaluated on a case-by-case basis by the SAC/HQBD. Parking areas must be able to accommodate full-size vans and trucks. The building must provide enough dedicated contiguous parking spots for law enforcement vehicles.F. A freight or public elevator that can provide “individual service” is required when personnel must transport secured individuals or evidence. The elevator should provide direct service from the drop off point in the parking or loading area to the office floor. Where appropriate, elevator keys will be provided to the senior representative.G. Non-descript signage should be utilized to provide general room assignments and should not identify the specific use of the space.H. Standard operating hours are between 7:00 AM to 6:00 PM, 5 days per week (except for Federal Holidays). Building entrance, common corridors, and restrooms should be accessible 24/7 as agency frequently must access agency space during after-hours and weekends. The HVAC should be zoned accordingly should agency require overtime utilities after core operating hours. Additionally, the LAN Room may require 24/7 cooling and may require a supplemental AC unit. Agency recognizes that all utility costs more than 10 hours per day Monday through Friday will be paid for as overtime utilities. GSA should ensure a full-service lease is awarded to include Overtime Utility costs, maintenance, and services on all equipment. Specific LAN room cooling requirements shall be determined during designI. Agency frequently handles the loading and unloading of bulk items and secure evidence from GOVs and requires a loading dock and/or zone be available with direct freight access to the agency floor in the building. The ability to lock off this freight elevator when required is essential for transporting sensitive materials and persons of interest to the agency space.J.
