Sources Sought Notice/Notice of Intent to Sole SourceThe Mission and Installation Command, Fort Eustis, Virginia intends to award a Firm Fixed-Price, sole source contract to SERCO, an other than small business, under authority 10 USC 2304(c)(1) as implemented by FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for Training Management Scheduling System (TMSS) for base year plus four (4) option years to support Fort Sill FCOE G6 on or about October 14, 2022. This is a follow on requirement. TMSS is a Government software product developed and maintained by SERCO for the U.S. Army. TMSS is a web-based scheduling program that can fully manage and optimize the usage of the FCOE resources, produce training schedules, and  capture utilization statistics. This software is the FCOE’s primary scheduling system and training management tool used for all classes conducted.The applicable NAICS code for this requirement is 511210, and the
size standard is $41,500,000.00. The estimated value of the action is $564,000.00. As stated in FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A redacted justification and approval will be posted in accordance with FAR 6.305 if this approach is deemed most appropriate.However, the Mission and Installation Command, Fort Eustis, Virginia is issuing a source sought notice in conjunction with this notice as a means of conducting market research to identify if there are any other potential sources having an interest and capability to provide the specified TMSS software and software maintenance. No requests for capability briefings will be honored as a result of this notice and no telephonic inquires will be honored. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.Interested businesses should submit a brief capabilities statement package (no more than two (2) 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in this notice. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL.If your organization has the potential capacity to provide the required product, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, website address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of authorized reselling. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.If no responses are received by the identified date/time, if responses do not indicate full compliance with all requirements, responses do not indicate it is authorized to resell the specified items, or the responses do not otherwise provide sufficient information, the Mission and Installation Command, Fort Eustis, Virginia will pursue the sole source award as identified in this notice.
