Scope of Work:
The Broward County Transportation Department (BCT) is seeking a Vendor to provide bus line inspection services, Pre-Award Buy America Audit, and Post-Delivery Buy America Audit for fifteen (15) New Flyer 60’ Articulated Buses.

Vendor shall comply with the

Pre-Delivery and Post-Delivery Buy America Audit Process (Per 2017 FTA Buy America Audit Handbook, effective 03/21/2017)
. All FTA required Buy America documents will be delivered to the Operations Division. Inspection services will take place at the bus manufacturer site in Anniston, Alabama during bus build.



Goal Participation:
This solicitation is open to the

general marketplace.



Federal Transit Administration Requirements:
The successful Vendor is required to complete the applicable forms found in the Federal Transit Administration (FTA) United States Department of Transportation (USDOT) Funding Supplement. The forms must be completed, signed and submitted at time of solicitation due date in order to be responsive to the solicitation requirements. Please indicate Not Applicable N/A on the FTA Supplement Exhibits that are not applicable to this particular solicitation. Vendors must complete the bottom of each form (date, name and signatures as indicated).



Basis of Award:
It is the County's intent to award this contract to the lowest responsive bidder on a total bid price (sum of all items) basis.



Questions and Answers:
The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquires must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addendum). The County will respond to all questions via Periscope S2G.

End date for Questions and Answers is Friday, November 5, 2021 at 4:00 PM EST.


Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G. Refer to the Purchasing Division website or contact Periscope S2G for submittal instructions. It is the Vendor's sole responsibility to assure its response is submitted and received through Periscope S2G by the date and time specified in the solicitation. The County will not consider solicitations responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Certified Agency Buyer and then contact Periscope S2G for technical assistance.
