This is a follow-on notice to the pre-solicitation notice SPE60322R0509.Pre-proposal conference notice for interested vendors to SPE60322R0509 DFSP Pt. Loma, CA Environmental Restoration, Compliance, and Facility Maintenance ServicesA Preproposal Conference is planned for August 30, 2022. Visitors to DFSP Pt. Loma are required to complete, sign, and submit the following documents in order to gain access to the facility: 1. SECNAV 5512/1 (MAY 2021) form and 2. a visitor letter request. A copy of the SECNAV 5512/1 (MAY 2021) and a sample visitor letter request are provided in this notice’s attachments. There is limited space at the preproposal conference site and limited parking.  It is requested that company’s limit the number of people attending to 2 representatives per company and 1 vehicle.Vendors interested in attending the Pre-proposal conference at DFSP Pt. Loma, CA shall provide the required documents to

Required documents received after August 12, 2022 are not guaranteed a reserved spot.Prior to submitting the SECNAV 5512/1 (MAY 2021), visitors are required to review the Department of Defense (DoD) policy for the DoD’s response to the coronavirus disease 2019 (COVID-19)/DoD COVID-19 Workplace Safety Plan at (https://media.defense.gov/2022/Jul/01/2003029092/-1/-1/0/CONSOLIDATED-DOD-COVID-19-FHP-GUIDANCE-REVISION-1-29-JUNE-2022.PDF) Specific DoD Force Health Protection on pages 36-37. DFSP Pt. Loma follows the CDC in determining the HPCON levels. Coronavirus Disease 2019 (COVID-19) | CDCVaccines are NOT required, but negative tests are required. Official visitors will complete DD Form 3150; maintain a current completed DD Form 3150; and show it to authorized DoD personnel, upon request when they are visiting a DoD facility where the CDC COVID-19 Community Level is high or medium. Failure to complete the DD Form 3150 may result in denial of an official visitor’s access to the DoD facility to which access is sought. When visiting a DoD facility where the CDC COVID-19 Community Level is high or medium, official visitors who are not fully vaccinated against COVID-19, or who decline to provide information about their vaccination status, must show an electronic or paper copy of negative results from an FDA-authorized or approved COVID-19 test administered no earlier than 72 hours prior to their visit. If unable to show a negative COVID-19 test result, the official visitor may be provided onsite self-testing, if available, or will be denied access to the DoD facility (or facilities) to which access is sought.The awarded contract under this solicitation will have a four-year period of performance beginning in Spring [RSMCDE(1] [FRHCDE(2] 2023 through Spring 2027, with a six-month extension provision. The Government anticipates awarding one (1) indefinite-delivery, indefinite quantity (IDIQ), firm fixed-price contract. This procurement will be solicited as a 100% set-aside for small business under NAICS code 562910 (size standard of 750 employees).This is not a Request for Proposal or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
