SPECIAL NOTICE NOTICE OF INTENT ProQuest Database Subscriptions 36C77622Q0489 The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Central Office (VACO) Library requires a subscription to ProQuest for electronic access to the following specific databases: Research Library and US Newsstream. These databases are used to answer research-related questions received by VACO library staff and are also available to VACO employees who want to do their own research. ProQuest LLC shall provide The web-based version of the ProQuest Research Library and US Newsstream This procurement is being conducted in accordance with 41 USC §3304(a)(5), 38 U.S. Code § 8128, as implemented by FAR 6.302-5 (Authorized or Required by Statute). Contracting Officers may use the non-competitive (sole source) procedures authorized in FAR 13.106-1(b), Soliciting from a single source. The NAICS code for this procurement is 519130 and the Small Business Administration Size Standard is

1000 employees. This notice of intent to sole source is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes itself capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
