The primary use of this piece of machinery will be for handling municipal\nsolid waste that is delivered to the facility and offloaded onto the floor ofthe NKT. Once the material is\non the floor, the loader is used to either stockpile the material
or load open top transfer trailers. The\nloader will be used to handle a mixture of material that primarily household waste, papers, construction\ndebris, food, textiles, plastic, glass, metal, wood, cardboard and other debris commonly found in the\nwaste stream. The loader will be exposed to dusty conditions primarily while working within the NKT\nbuilding oftentimes in confined quarters.\n\nEquipment design and manufacture must conform to all MIOSHA, industry best practices and other\napplicable governmental regulations now in effect or announced regulations for which effective dates\nare established and proposed.\n\nThe specifications are provided as general application guidelines. Kent County, at its sole discretion,\nreserves the right to award to the Respondent whose response is deemed most advantageous to Kent\nCounty. Kent County reserves the right to request additional information or product demonstration it\nmay deem necessary after the submissions are received as part of the evaluation process.\n\nSPECIFICATIONS\n1-4-stroke, 6-cylinder diesel\n1-EPA Tier 4-final, with 230 minimum net max horsepower.\n1- Transmission\n-heavy duty automatic shift providing variable speed drive\n-with converter lock-up or hydrostatic with variable speed drive or hybrid\n-axles to be equipped at minimum, with limited slip or locking differentials in front axle\n1- Alternator heavy duty with battery disconnect\n1- Lighting (min)\n-four (4) lights in front located to give vision above and to the side of bucket\n" "-two (2) lights in rear\n-included will be one flashing yellow caution light on top of cab\n-all external lighting is to be LED\n\n1-Tires\n-(4) waste handling, solid rubber, treaded and cushioned.\n-No radial designs accepted\n-Spare Tires and Rim: None\n\n1-Seat\n\n-high-back, deluxe, heated, air-suspension type\n-seat belts required\n\n1-Bucket\n- 7.5 cubic yard (min) with bolt on cutting edges designed for 10,000 hours of operation.\n-submit drawings of proposed bucket.\n\n1 - Steering Knob\n\n1-Ride Control\n\n1- Premium cab air filtration system\n\n1- Heavy Duty Quick Coupler\n-In cab actuated hydraulic quick coupling system\n-proposal shall include all piping, controls and mounting for cab operation of the system\n-hydraulic oil supply to come from main reservoir, not self-contained, with adequate guards to\nprotect hoses and cylinders.\n-DPW has accessories such as box snowplow, prod arm and forks. Proposed coupler system\nmust be compatible, or accessories must be made compatible with proposed coupler system.\n-Conversions of the existing accessory tools will be made by the respondent to accommodate\nthe coupling system.\n-Tools are located at the South Kent Landfill for inspection. Conversion to be completed within\ntwenty-one (21) working days after delivery of machine and prior to final payment.\n\n1-Cab\n-ROPS, fully enclosed with heating and air conditioning systems\n-airborne debris screen\n-front and rear glass shall have multi speed electrically operated wipers\n-there shall be adequate defrosters for both front and rear windows\n-windows shall be safety glass\n-cab mounted interior and exterior rearview mirrors\n-door locks shall be provided.\n1-Air-Cleaner\n-two-stage dry-type air cleaner with extended pre-cleaner\n-dust ejector and proper guard.\n1 - Straight tipping\n-Minimum straight tipping load shall be at least 26,000 pounds excluding coupler system weight\n1-Dumping speed control or modulation for large attachments and accessories\n1- Radiator\n-the Respondent shall warrant the cooling system performance such that machine will operate\nwithout shutdown from overheating under normal operating conditions\n-ambient temperatures up to 95 degrees F are considered normal and \"normal\" maintenance\nwould include one thorough cleaning by air-lance or pressure washer daily\n-auto reversing fan and airborne debris grill\n" "-fan must swing out for radiator cleaning\n-large fins spacing desired, debris and dust filtration over engine cooling area considered.\n-modular and folded core radiators have been found to be unsatisfactory for service in solid\nwaste and will not be accepted\n1- Engine hour meter based on engine RPM's plus an electrically operated hour meter properly located\ninthe cab so that it can be easily read\n1 - Electrical hour meter must only operate when engine is running\n1-Waste handling guard and guardrail package (including windshield guard)\n1-Hitch area guards\n1- Fuel tank guards\n1- Power train guards\n1- Rear frame steering cylinder guard, articulation guard, axle seal guard, light guards, heavy duty\nladder, debris screen/cooling protection, radiator guard. Must provide drawings or details of guarding.\n1-High Lift Boom\n1 - Joystick steering controls can be proposed as an option, but standard steering is to be included with\nthe base option.\n1- Joystick dumping control.\n1- Radio AM/FM with Bluetooth or USB input\n1 - Automatic bucket positioner\n1- Automatic arm lift kick out\n1- Rear mounted counterweight\n1- Heavy duty rear grill guard\n1-Hand operated twenty (20) pound Ansul Unit Fire Extinguisher 14349 A-20-E, or approved equal,\nmounted inside cab at a location approved by the Department of Public Works\n1 - Engine block heater plug-in\n1- Rear towing pin or rigid draw bar\n1- Front and rear fenders\n1 - Back-up alarm\n1- Adequately sized engine coolant heater, 120-volt electric\n1-Low oil pressure and high temperature automatic shutdown systems with emergency overrides.\n1- Warning system alarms and/or gauges to monitor the following vehicle functions (including test\ncircuit(s) for alarm(s)):\n- charging system operation\n- low fuel level\n- engine oil pressure\n- transmission fluid temperature\n- brake oil pressure\n- brake air pressure\n- parking brake application\n- engine temperature\n1 - Air dryer (if equipped with pneumatic components)\n1-Hardbound copy of parts illustrations, operation and maintenance manuals.\n1 - Automatic grease system (lines and assembly properly guarded from debris, lines provided for grease\nreservoir refill from ground level\n1- Machine must be equipped with a Wireless Equipment Monitoring System and accessible by DPW\nstaff.\n1- Rearview Monitor System (camera)\n1- Printed & PDF copy of the following:\n" "-Parts Illustration\n-Operations Manual\n-Services Manuals\n\nNo payments will be made until equipment has been delivered, inspected and accepted. The proposed\ndelivery date should be included within the proposal.\n\nGUARANTEED & SCHEDULE PREVENTATIVE MAINTENANCE AGREEMENT- (See attached Exhibit B)\n\nThe successful Respondent shall enter into the Guaranteed & Scheduled Preventative Maintenance\nContract. This agreement shall continue for a period of 10,000 hours of operation as recorded by the\nengine R.P.M. hour meter from the date of delivery of said equipment.\n\nThe Kent County Standard Submission Terms posted on the Bid Opportunities page of the Kent County\nPurchasing Division website are incorporated by reference and shall be deemed to have the same force\nand effect as if fully set forth herein.\n\nINQUIRIES\n\nAny and all communication regarding this Solicitation shall be on the Kent County Purchasing Division\nInquiry Blog via the Bid Opportunities page or during pre-proposal meetings.
