At this time, questions concerning the composition and requirements for a future Request for Quote will not be entertained. SUBJECT: The Department of Veterans Affairs is conducting market research in order to provide IT type services at the Martinsburg WV, VA Medical Center. The Government anticipates awarding a Firm Fixed Price contract that will provide the support services listed
within the below Draft Statement of Work. OBJECTIVE: See attachment. RESPONSE INSTRUCTIONS: Name and Address of Company Any small business designation as certified by the Small Business Administration A through description of experience in managing support requirements of this nature. CONTACT INFORMATION: Any questions related to this Sources Sought shall be directed to Mark Smith at Mark.Smith25@va.gov. All information regarding Capabilities Statements or any other proprietary information relative to this Sources Sought shall be submitted via email to Mark.Smith25@va.gov no later than 3:00 PM EST on 8/27/2021. Draft Statement of Work 1. Introduction Contractor must be an authorized reseller and certified installer of the RightFax software, OpenText Fax Gateways, Brooktrout software and fax boards, Dialogic Media Gateway and Sonus SBC and Media Gateway product lines and related software and applicable upgrades (collectively, the System ). Contractor further acknowledges that all RightFax Software provided to the client and any of its affiliates ( Client ) hereunder is governed by the applicable OpenText software End User License Agreement included by reference herein ( EULA ). Further, installation of the System by the contractor shall be done promptly, professionally, and in accordance with each of the manufacturer s specifications in effect at the time. 2. Summary of Work Requested Install RightFax 20.2 server on a Windows 2019 VMware virtual server. Apply all approved RightFax service release patches. Install\migrate RightFax database to Consolidate SQL server. RightFax Email Gateway will be configured with Office 365. PDF Module and RightFax Web Interface will be installed locally on the RightFax server. Integrate SIP with client s Cisco telephony system and configure channel RightFax FoIP channels. Client will verify all Antivirus exclusions are in place as well as any firewall ports that s required. Migrate all data and configurations. Normal business hours cutover. 2.1 Prerequisites The client will provide the following required parts of this project: One (1) Virtual server meeting our recommended and approved specifications running Windows 2016, or 2019 Server operating system. Access to a Microsoft SQL Server for the storage of RightFax system metadata. A Domain account ( Service Account ) with local admin privileges on the RightFax servers and sufficient rights to the SQL database. The Service Account will be used for the RightFax services and the RightFax database. Dedicated IP addresses for the designated RightFax servers and a Windows user account ( Installation Account ) with a minimum of local admin privileges, and domain access. It is recommended the Installation Account be the same account as the Service Account. Up to two (2) client machines to install and test the client-side software and features for sending, receiving, viewing, forwarding, and routing faxes. These clients must meet the minimum requirements noted in the Recommended Hardware and Software for RightFax 20EP2 referenced for download in References Appendix located at the end of this document. o Unless otherwise indicated, client installation will be performed manually via setup.exe, and any automation or scripting of the client installation process is beyond the scope of this project. Appropriate technical resources to complete the RightFax installation and configuration in a timely manner. These resources shall include but may not be limited to: a Telecom Administrator, Application Administrator, and Database Administrator. 2.2 Installation Criteria Install prerequisites including IIS and .Net. Base Installation and licensing of the RightFax 20EP2 software on a Windows server. Install approved RightFax 20EP2 HotFixes and Service Packs. Install RightFax Web Interface and PDF Module Install Brooktrout drivers for FoIP. 2.3 Software Configuration Criteria Configure base dialing rules. Copy Dialing Rules from RightFax Version 10.6FP2SR4 to RightFax Version 20EP2 server. Configure Work Servers. Configure Email Gateway(s) to Office 365 Configure Dialogic Telephony Transport(s) in Brooktrout configuration tool. Configure integration to Cisco SIP trunk. Configure RightFax Web Interface. Configure PDF Module. 2.4 User Acceptance Testing Send a fax through RightFax using the RightFax Fax Printer. Send a fax through RightFax using a custom cover sheet. Send a fax through RightFax using the FaxUtil client software. Send a fax through RightFax using the FaxUtil client software with Office and/or PDF file attachments as appropriate. Send a fax through FaxUtil Web. Verify inbound fax routing to User mailboxes, network directories, email, or other destinations as appropriate. Verify user workflows function as expected. 2.5 Migration Criteria Migrate existing coversheets converting to .docx from .doc as necessary. Drag and Drop in order: Signatures, Forms, Printers, Billing Codes, Library Documents, and Groups from RightFax Version 10.6 to RightFax Version 20EP2. Drag and Drop user account from RightFax Version 10.6 to RightFax Version 20EP2. with phone books only, then append delegates in the same manner. CUT OVER USERS AND TELEPHONY BEFORE BEGINNING MIGRATION This will allow the old system to complete sending anything in queue without building up more jobs o This works for subsets of users and groups too, just make sure the cutover users/groups are only sending through the new system before starting migration Check this before each migration session: Delete or otherwise set to final state "In Process" Faxes on the source system - no need to delete final failures or info incomplete o Special Note for Information Incomplete: If the target system has more permissive requirements than the source (e.g., does not require To Name), info incomplete faxes must be deleted or errored out as well. Run the first migration for a relatively short timeframe (7 days to 1 month, depending on fax volume), then run a second migration for all time. This will quickly get a current working data set onto the target system, backfilling historical data as bandwidth/system speed permits. Run Migration tool to move faxes from RightFax Version 10.6 to RightFax Version 20EP2. server. 2.6 Cutover / Go-Live Criteria Client and application re-routing to new RightFax 20EP2 environment. o Can be done with CNAME in DNS or network load balancer Assist in the verification of user access to the new System as appropriate. Assist in the verification of rerouting inbound fax DIDs or phone calls to the new System as appropriate. Run final Migration tool to move faxes from RightFax Version 10.6 to RightFax Version 20EP2 server.
