1 STATE OF TENNESSEE DEPARTMENT OF TRANSPORTATION REQUEST FOR INFORMATION FOR HIGHWAY PERFORMANCE MONITORING SYSTEM (HPMS) ANALYTICAL TOOL 40100-50945 September 30, 2022 1. STATEMENT OF PURPOSE: The State of Tennessee, Department of Transportation (TDOT) issues this Request for Information (“RFI”) for the purpose of procuring an analytical tool/ application to assist in compiling, analyzing, and validating Highway Performance Monitoring System (HPMS) related datasets prior to Federal submittal. We appreciate your input and participation in this process. 2. BACKGROUND: The Tennessee Department of Transportation (TDOT), Long Range Planning Division, is responsible for the compilation, validation, and submission of HPMS data annually, to the Federal Highway Administration (FHWA). This submission is based on data gathered from various sources and includes Pavement, Traffic and Roadway attributes. While most of the data is analyzed in the (Enhanced) Tennessee Roadway Information Monitoring
System (TRIMS or E- TRIMS), other applications are used for specialized data components. For example, TDOT recently implemented the Tennessee Traffic Information Management and Evaluation System (TNTIMES), to compile and analyze traffic data such as volume, classification, and speed data, with weight data being added to the system in time. TNTIMES is used prior to HPMS submission and the data can be exported for further analysis via a built in Application Programing Interface (API) function. Pavement data is stored in the Highway Pavement Management Application (HPMA) in the Pavement Office and is also compiled based on HPMS requirements and standards. TDOT is also transitioning to a new Linear Referencing System (LRS). Currently many aspects of the TRIMS system are being integrated into the new ArcGIS Roads and Highways environment. This will greatly improve data identification and storage capabilities for simplified analysis and data preparation prior to HPMS submission, thus creating structured base data for analytical purposes. This new LRS is currently being implemented, therefore if necessary, E-TRIMS can be used for data compilation to aid in HPMS submittal until the new LRS becomes available. TDOT’s existing HPMS methodology utilizes the core applications mentioned above, however there is no process to thoroughly validate data until it is uploaded in the FHWA HPMS Portal. This leaves a void in the process which is time consuming and may create errors which require fixing af ter data is uploaded. There is need for an application to systematically validate data based on FHWA specifications and standards prior to data upload. This HPMS analytical tool should be ArcGIS Roads and Highways compliant, have data reporting and comparison capabilities, promote efficient data analyses, and assist in the creation of structured submission files for data upload. 3. Please note that responding to this RFI is not a prerequisite for responding to any future solicitations related to this project and a response to this RFI will not create any contract rights. Responses to this RFI will become property of the State. 5.2. The information gathered during this RFI is part of an ongoing procurement. In order to prevent an unfair advantage among potential respondents, the RFI responses will not be available until after the completion of evaluation of any responses, proposals, or bids resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other procurement method. In the event that the state chooses not to go further in the procurement process and responses are never evaluated, the responses to the procurement including the responses to the RFI, will be considered confidential by the State. 5.3. The RFI Coordinator will invite each Respondent, who is apparently responsive and responsible, to make an oral presentation or provide a demonstration of relevant functionality. 5.3.1. The RFI Coordinator will schedule Respondent presentations during the period indicated by the RFI Section 4, Schedule of Events. The RFI Coordinator will make every ef fort to accommodate each Respondent’s schedules. When the Respondent presentation schedule has been determined, the RFI Coordinator will contact Respondents with the relevant information as indicated by RFI Section 4, Schedule of Events. A Microsoft TEAMS style presentation will be allowed. 5.3.2. Oral presentations and demonstrations provide an opportunity for Respondents to explain and clarify their responses. Respondent pricing shall not be discussed during oral presentations. 5.3.3. RFI Responses become property of the State and shall remain confidential, unless a formal solicitation is completed. If a formal solicitation is completed, all RFI response material will become part of the procurement file and will be available for public inspection. 5.4.
