THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated.The U.S. Government currently intends to award an extension to the contract W9124J-17-C-0017 for Full Food Services (FFS) for the Camp Parks Reserve Forces Training Area on a Sole Source basis, but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone (HUB-Zone), Service-Disabled Veteran-Owned
(SDVO), Women-Owned Small Business (WOSB) concerns), must describe their identifying capabilities in meeting the requirement at a fair market price, i.e., information which may help support a set-aside.The proposed sole source contract, California Department of Rehabilitation, is for FFS located at Camp Parks Reserve Forces Training Area, California. The estimated period of performance is 22 July 2019 through 31 August 2019, this is a 1 month extension with 5 one month options. The statutory authority for the sole source procurement is 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. Attached is the draft Performance Work Statement (PWS) and PWS Attachments 1-3 with estimated workload data and work location.This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or services. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred to response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to notice, is solely with the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government Point of Entry for additional information pertaining to this requirement.The North American Industry Classification System (NAICS) contemplated for the Camp Parks Reserve Forces Training Area Full Food Service is 722310, Food Service Contractors, with a size standard of $35.5 M.This requirement is subject to the exercise of certain Defense preference policies regarding the Randolph-Sheppard Act (20 U.S.C. 107) (RSA) as related to Offerors of military food services. Present DoD and Army policy interpreting the RSA applies a selection preference to qualified nominees of SLAs for the Blind who represent clients seeking Defense contracts for so-called "military cafeteria-style food operations." This notice is not designed to discourage competition from any business interested in this requirement. Rather, it merely represents notice regarding a mandatory priority for the SLA. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice.Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov.
