FedCenter.gov Portal Software Modificaitons

The United States Army Corps of Engineers (USACE) Engineering Research and Development Center-Construction Engineering Research Laboratory (ERDC-CERL) has a requirement to procure services to modify the existing FedCenter.gov portal software to meet evolving federal security requirements. To complete this objective, modernization of various existing program modules must be performed, and new modules created, to satisfy the newest federal user login requirements. The software development associated with this work will require development of new program code for the FedCenter.gov Web Portal as well as modification and customization of the KnowledgeDispatch version 3.5 commercial software used by the FedCenter.gov Portal.  The KnowledgeDispatch 3.5 software is manufactured, licensed and sold exclusively by only one source, Strictly Business Computer Systems (SBCS), Inc., and therefore only they can perform these services. ERDC-CERL intends to award a purchase order on a sole source basis

to SBCS in accordance with FAR 13.106-1(b)(1).This is not a request for proposal and in no way obligates the Government to award any contract.The associated North American Industry Classification System (NAICS) code is 513210 – Software Publishers which has a size standard of $41,500,000.00. This is not a small business set aside. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed.
