Place of Delivery/ Performance: U.S. Army Research Laboratory 2800 Powder Mill Road Adelphi, Maryland 20783 8. Description: The United States Government intends to solicit and negotiate with only one source under the authority of 13.501(a) Only One Responsible Source based on system upgrades from the Original Manufacturer to existing government owned equipment and information technology hardware that can only be obtained from the Original Equipment Manufacturer (OEM) due to compatibility and proprietary requirements. The Government intends to solicit and negotiate with Scienta Omicron, Inc.
(CAGE: 7GG46) 322 E. 1st Ave. #521 Denver, CO 80206, for one (1) two-dimensional (2D) to three-dimensional (3D) Ultra High Vacuum (UHV) Spin Detector upgrade and installation to a government-owned Angle-Resolved Photoemission Spectroscopy (ARPES) Tool. 9. Requirement: This requirement is for the upgrade of a government owned ARPES system to replace a 2D electron spin sensor to a 3D electron spin sensor that includes the following OEM line items: One (1) each, 2D to 3D Very Low Energy Electron Diffraction (VLEED) Spin Detector upgrade hardware One (1) each, new standard pump, and cabling (AE80161). One (1) job, installation service (AE80162). One (1) job, service to re-organize and place new and existing electronics in racks, re-position the MISTRAL control computers, connect electronics to equipment, and validate sensor performance with proof-testing. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
