Sources Sought NoticeSurface Forces Logistics Center (SFLC) Programmed Depot Maintenance (PDM) Port Engineer (PE) and Availability Project Manager (APM) Training ProgramThis is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations.  This notice in no way obligates the Government to any further action.This acquisition is for the conduct, maintenance, facilitation, and coordination of the United States Coast Guard Surface Forces Logistics Center (SFLC) Programmed Depot Maintenance (PDM) Port Engineer (PE) and Availability Project Manager (APM) Training Program.PE’s and APM’s are critical to the Coast Guard’s organic maintenance efforts as they are the first line of technical oversight and process wardens for all surface force maintenance actions.  It is imperative that these personnel are adequately trained and technically competent upon assignment in order to ensure vessels provided to the Operational Commanders are
safe, professionally maintained, and able to meet all mission requirements.This task provides for the continued maintenance and management of the Port Engineer (PE) Training Course and Availability Project Manager (APM) Training Course, to include facilitation and coordination of the program for the Surface Forces Logistics Center (SFLC) Programmed Depot Maintenance (PDM) Board.  The training program will be per CG provided curriculum.  Travel may be required.  Services under the proposed requirement include, but are not limited to:  Provide PE Training Course Management and Instruction/Facilitation; Provide APM Training Course Management and Instruction/Facilitation; Provide Technical Support; Develop PE Personal Qualification Standards; Develop APM Personal Qualification Standards; Provide Port Engineer Tool Kits; and Conduct Feedback Surveys.  The Period of Performance is anticipated to include a 12 month Base Period and 4 Option Periods consisting of 12 months each.Interested Parties shall establish a team of appropriate size and composition to meet the delivery schedule.  This is a sources sought and resumes ARE NOT required to be submitted at this time.  The team shall include, at a minimum, one Project Engineer and one Project Manager.  The Project Engineer shall be familiar with the Coast Guard modernization efforts and applicable process guides, instructions and technical standards, familiar with SFLC organization, familiar with the SFLC PDM processes, and have strong written and presentation skills.  The Project Manager shall be responsible for all Contractor work performed under this task.  The Project Manager shall be a single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR).The Coast Guard intends to award a Firm-Fixed-Price (FFP) contract resulting from the pending solicitation to a responsive, responsible bidder whose written proposal/quotation is considered most advantageous to the Government.If your firm intends to respond to this RFI, please include the following:(a) Positive statement of your intent to submit a proposal/quotation for this procurement;(b) Evidence of experience in work similar in type and scope to include contract numbers, project title, dollar amount, points of contact and phone numbers; and(c) Any additional information in regards to your firm’s execution of this requirement.Your response is required by 10:00 AM EST on 25 October 2021. Questions may be referred to Alissa Gavalian via e-mail at Alissa.Gavalian@uscg.mil
