The Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF) delivery order to the Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open basis. This procurement is for a technical study to determine the feasibility of the MUOS capability integration on both dual SATCOM channels on the P-8A MMA while maintaining legacy voice, Link-11, and SATCOM functionality (DAMA/DAMA-IW) of, and MIDS/TACAN interoperability with, the current UHF 5 and UHF 6 radio suite as applicable. This analysis shall consist of options to modify and utilize existing P-8A equipment. The contractor’s analysis shall be comprised of the potential approaches to integrate the new/modified equipment onto existing aircraft. This analysis shall include impacts to the following: system/subsystem requirements, existing software, aircraft weights and balance for practicable locations and cabin volume, vehicle engineering effects for present subsystems,
new equipment, drawings, strengths and stress, power and cooling, electrical interfaces (connectors, electrical characteristics, buses), safety, reliability and availability, human factors, materials, processes and environmental qualification of new equipment, and electromagnetic environmental effects analysis for impacts to EMI, EMC, Bonding and TEMPEST, on the P-8A MMA.

The contract action award is planned to occur in 2nd Quarter FY21.  The planned period of performance is 9 months.  The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."  The Boeing Company is the sole designer, developer and manufacturer of the 737-800 ERX air vehicle, modified to include systems and subsystems for avionics, communications, mission, and weapon capabilities to meet the Navy’s requirements. Therefore, only Boeing possesses the knowledge, expertise, and necessary proprietary technical data of the aircraft needed to effectively conduct the study.
