Sawmill Creek Campground Reconstruction

Apr 28, 2017 3:39 pm Region 10 Acquisition Management office located at 161 E First Avenue, Door 8, Anchorage Alaska, 99501 is posting this pre-solicitation notice for the US Forest Service Reconstruction of the Sawmill Creek Campground project on the Tongass National Forest, Sitka Ranger District. The proposed solicitation number for this requirement is AG-0120-S-17-0020.

The project consists of base and three (3) option items. The period of performance, for the base and all options, is 180 days after issuance of notice to proceed. Work is anticipated to start the summer of 2017
The Forest Service anticipates the following requirements for the Reconstruction of the Sawmill Creek Campground: Major work items include the construction of new roads and facilities at Sawmill Creek Campground.
Base Items include ditching, culverts and a dry creek drainage feature, construction and rehabilitation of roads, pathways and camping and picnic pads, hazard tree

removal; and misc. stone work. All demolition is included in the Base.
Option Item 1 includes all work to supply and install the vault toilet.
Option Item 2 includes all work to construct the Picnic Shelter
Option Item 3 includes the supply and installation of site furnishings, including picnic tables, grills, fire rings, and wheel stops; supply and installation of entry gate; supply and installation of all signs, and construction of a 24' long wooden trail bridge.
The magnitude of construction is estimated to be between $250,000 and $500,000 for the base and all options.
The project site is at the Sawmill Creek Campground, located 7 miles southeast from Sitka, Alaska off Sawmill Creek Road. Road access is available to the site. Electricity is available onsite.
This requirement will be set aside 100% for HUBZone small businesses.
The solicitation and resulting contract will include the clause 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. This clause requires (in part) that "... (3) General construction.
(i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees;
(ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors; and
(iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns;
The NAICS code for this requirement is 237990-Other Heavy and Civil Engineering Construction. The size standard to be considered a small business is $36.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm.
The Forest Service anticipates release of the full solicitation package within 15 days of posting of this pre-solicitation notice. Proposals will be due within 30 days of release of the solicitation.
