Monique Paltan Contracting Officer CONTINUATION PAGE SOLICITATION # 36C24222Q0422 Clarification for the Statement of Work Mulch: There is no change in Mulch. Both campuses will require high-quality Dark Brown Organic Double Shredded Hardwood mulch as stated in the Statement of Work All beds missing mulch will require mulch at both campus. Rock Gardens are part of the requirement at both campus and must be maintained and weeded. Applicable to Lyons Campus Only: These areas are part of the requirement and are part original acreage estimate. Retention Ponds (6) are part of the requirement. They will be maintained, mowed, and weeded as needed to provide a neat, uniformed appearance throughout the campus. Living Quarters are part of the requirement for landscaping and groundskeeping services. SOLICITATION # 36C24222Q0422 QUESTIONS AND ANSWERS Question 1: CLIN sheet has pricing for 12 months, Page 11 and 15 states turf management April November, leaf clean up through Dec 31. That leaves Jan March with no coverage. Should the CLIN structure be 9 MO? Page 11 states we can start earlier weather permitting, pricing structure needs to be clarified. Answer: The Quantity has changed to 9, CLINS 0001, 0004, 1001, 1004, 2001, 2004, 3001, 3004, 4001, 4004. There will be no services for January, February, and March. Section 3.5 Herbicide, Seeding. Fertilization. This implies these services are only for ornamental planting beds. Are we to provide fertilizer, seeding, weed and feed, for all 300+ acres of turf, or the general areas around the buildings / parking lots, and the courtyards? If not the entire campus, can you provide an estimated amount of acreage for these services. Answer: Services include the following: All Flower/Planting Beds which include, along building foundations, in parking lots & tree rings. These areas should get Pre-emergent Herbicide prior to mulching & spot treat the same areas with Herbicide as needed throughout the season. These areas combined = approximately one acre. This does include inside the Courtyard areas! All sidewalks should be spot treated with Herbicides as needed throughout the season to maintain the same detailed appearance. The turf (immediately touching the buildings out to the roadway) is to be maintained with fertilizer. Turf areas that need seeding/over seeding and are to be addressed as needed & at appropriate times of the growing season. Is an applicator license required to apply simple Round-Up and commercial products on sidewalks and flower beds? Answer: Yes. Please verify there is ample on-site storage of equipment at both locations. Contractor will provide the containers / shed.  Answer: At East Orange Campus, there will be no on-site storage for equipment. At Lyons Campus, there is on-site storage for equipment. Sheds or any other structures or lockable containers are to be furnished by the contractor. At no time will the contractor have access to Lyons campus garages for storage or repair of their equipment. Are fuel storage facilities available at both locations? Is unleaded fuel authorized to be stored? Answer: At East Orange Campus and Lyons Campus, unleaded fuel may be stored by the contractor. It must be stored in Department of Transportation (DOT) approved containers. They must be within OSHA guidelines and must be kept under contractor s control. Contractor will provide their own cabinets, containers or sheds necessary for proper storage. Are debris dumpsters authorized at both locations, can we use GFE as debris dumpsters? Answer: The government will not provide Government Furnished Equipment. Contractors shall not use VA dumpsters or any VA owned equipment. At East Orange Campus there will be no allowed or authorized debris dumpsters. At Lyons Campus, Debris dumpsters are allowed if they do not interfere with daily operations of government personnel. Debris dumpsters shall be kept at a single location and shall be emptied often enough to avoid overflow or call unnecessary attention.
