Other Details The bidder understands that although the bid will be submitted electronically via PlanetBids, the Bid Security, along with the appropriate forms (F-5, F-6), depending on the type of Bid Security used for the bid, must be delivered in a sealed envelope to the City Clerk prior to bid closing time and date for this project according to the City Clerks official bid clock. Notes SB 854 bill signed into law on June 20, 2014, established a new public works contractor registration program to replace prior Compliance Monitoring Unit (CMU) and Labor Compliance Program (LCP) requirements for bond-funded and other specified public works projects. The Department of Industrial Relations (DIR) requires all contractors and subcontractors who bid or perform work on a public works project (as defined under the Labor Code) be subject to a registration and annual renewal fee.
