P-8A Cross Domain Solution - Radiant Mercury

The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to Crystal Group to procure Cross Domain Solution - Radiant Mercury, Part Number CTL-0007 Rev A and Radiant Mercury Software Loaders, Part Number CMS-00615.NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements".Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement.This effort will consist of installing Cross Domain Solution - Radiant Mercury (CDS-RM) in Lot 8 and subsequent production aircraft. NAVAIR plans to retrofit all remaining previous aircraft and labs with a planned total of approximately 91 CDS-RM units. The quantities by aircraft type are as follows:• 80 U.S. Navy production aircraft and labs;• 3 U.S. Navy flight test aircraft• 8 Royal Australian Air Force aircraft.• 27

Radiant Mercury Software Loaders (TACMOBILE)The CDS-RM and Radiant Mercury Software Loaders are Crystal part numbers. The CDS-RM unit (hardware and software) is the only configuration that Cross Domain Technical Advisory Board (CDTAB) and Defense Security/Cybersecurity Authorization Working Group (DSAWG) approved for installation onto the P-8A aircraft. NAVAIR does not possess any technical data associated with the CDS-RM hardware.The period of performance of this effort is anticipated from contract award through July 2018.This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 1 June 2017 provided the opportunity for interested parties to submit a capability statement identifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 16 June 2017 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
