Special Notice on Beta.Sam.GovPlease be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes.In accordance with FAR 13.106-1(b)(1) which states, “For purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.” Thus, FEMA intends to issue a sole source award based on the authority at FAR 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” FEMA intends to award this purchase order to Standard Graphics Mid-Atlantic, Inc. DUNS # 116199035 for the purchase of the Challenge 305TC Paper Cutter (Programmable), Martin Yale Jog-o-Matic #400, and Challenge EH-3 3 Spindle Drill. In addition, the contractor it providing services to uninstall the current Government-owned unit that will be replaced.These items meet FEMA requirement for cutting paper, vinyl, plastic and card board; which is used in combination to assist the Logistics Division to create customized visuals in and around the facility.Standard Graphics is capable of providing the parts and services required, however, if any other vendor feels they are capable of equally providing the parts and services necessary, they are encouraged to contact Kevin Hennigan via email at kevin.hennigan@fema.dhs.gov or by phone at 540-542-2303, no later than April 17, 2017. Capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.
