The Government of the Democratic Republic of Timor-Leste (the “Government” or “GoTL”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at poverty reduction through economic growth with the Democratic Republic of Timor-Leste (GoTL) on 19 July, 2022 in the amount of US $420 million (the “Compact”). 2. Subject to the terms and conditions of the Compact, related agreements, and the availability of funds, the Government intends to use a portion of the funds provided through the Compact toward payments under the contract

for MCA Timor-Leste Branding and Website Design, Development and Maintenance. It will consist of the following lots: Lot 1: MCA Timor-Leste Website Design and Development, and Lot 2: MCA Timor-Leste Website maintenance 3. Interested Bidders can seek the RFQ from the MCA-TL Procurement Agent patimorleste@charleskendall.com. 4. MCC requires that all beneficiaries of MCC Funding, including the MCA Entity and any applicants, Bidders, Suppliers, contractors, Subcontractors, consultants, and sub-consultants under any MCC-funded contracts, observe the highest standards of ethics during the procurement and execution of such contracts. MCC’s Policy on Preventing, Detecting and Remediating Fraud and Corruption in MCC Operations (“MCC’s AFC Policy”) is applicable to all procurements and contracts involving MCC Funding and can be found on the MCC website at: https://www.mcc.gov/resources/doc/policy-fraud-and-corruption. 5. MCA Timor-Leste now invites Bidders to provide the Office Equipment, as detailed in the Request for Quotation (RFQ). 6. Location: The location of the assignment is Dili, Timor-Leste. 7. Anticipated Contract Date: May 2024. The selected bidder will sign a Supply Contract with MCA-TL. 8. The Supplier will be selected under the RFQ method in accordance with the procedures set out in the MCC Program Procurement Guidelines which are provided on the MCC website (www.mcc.gov/ppg). The selection process, as described, will include a review and verification of qualifications and past performance, including a reference check, prior to the contract award. 9. The Prices shall be competitive market rates as determined by a price reasonableness analysis. 10. This Invitation follows the General Procurement Notice that appeared on the GoTL website on xx October, 2022. 11.
