establish a revenue generating Invitation for Bid Contract (IFB) for the removal and recycling of various types of scrap metal in conjunction with the State of Montana and its cooperative agencies (hereinafter referred to as the State). Because this is a revenue generating contract, the State will not pay any charges or additional fees. The vendor shall be awarded the scrap metal purchase and disposal services contract encompassing the entire State of Montana. Bids submitted in response to this solicitation must comply with the instructions and procedures contained herein.
