Position Summary:

Manages, supervises, and coordinates a variety of programs and activities related to water; wastewater; water production and distribution; wastewater collection; treatment reuse; surface water management; and associated business and enterprise funded utilities. This position is a working manager position responsible for planning, organizing, coordinating, directing, and supervising the work of the Utilities Division of the Public Works Department while working closely with all Division Managers within the Department.


Essential Duties:

·
Manages diverse activities to advance the Department's mission, goals, and objectives related to
water production and distribution as well as
wastewater collection, treatment, and reuse.

·
Develops and implements regulations, policies, and procedures, emergency operations, and response plans.

·
Develops, implements, and administers the Division's annual budget, including the multi-year Capital Improvements Program (CIP).

·
Performs highly complex program and project management activities that include one or more functional areas.

·
Provides administrative review and approval for construction of utilities for public and private development projects involving the City's systems.

·
Reviews engineering plans, specifications, reports, and calculations for capital, private, and internal projects.

·
Plans and oversees internal maintenance and rehabilitation programs.

·
Assists with the development of user rate and development impact fee studies.

·
Meets and collaborates with state and federal officials on projects and regulatory requirements including preparation and submission of water resources, quality, and other reports.

·
Researches, develops, and supports grant funding applications.

·
Develops project designs, reports, specifications, and permitting for projects, both in-house and by contract; negotiates contracts.

·
Coordinates with other Public Works Divisions and other departments to assure transportation and drainage improvement projects are synchronous with water and wastewater projects.

·
Determines levels of staff, equipment, and other resources needed to provide Division services and programs.

·
Maintains a thorough knowledge of federal, state and local statutes, ordinances, standards, procedures and trends related to water and wastewater; ensures compliance.

·
Assesses community and City needs; formulates tactical and strategic plans to meet those needs.

·
Works with other departments, City officials, private development engineers, and other representatives on projects, financial obligations, and policy matters.

·
Represents the Department at meetings with professional organizations, outside agencies, and the public.

·
Prepares and reviews periodic and special reports.

·
Monitors Division operations and customer service to ensure quality control; identifies and resolves deficiencies.

·
Participates in the development of request for qualifications, proposals, scope of work, cost estimates, staff reports, operating budgets, and technical memoranda as they relate to the Division.

·
Reviews and evaluates engineering aspects of intergovernmental agreements, development agreements, and environmental documents.

·
Investigates systems failure and deficiencies; develops solutions to resume operations.

·
Identifies third party impact to City infrastructure and resources.

·
Supervises assigned personnel.

·
Performs other duties as assigned.


Qualifications:

Education and/or Experience:

Prefer Bachelor degree in Civil Engineering or a related field; ten (10) years of experience in utilities, project management, and technical professional activities including four (4) years of supervisory experience in the field;
or any
equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.


Licensing, Certification, and Other Requirements:

Prefer
Arizona Department of Environmental Quality Grade IV Water Distribution, Grade II Water Treatment, Grade IV Wastewater Treatment, and Grade IV Wastewater Collection Operator certifications.

Ability to plan, prioritize, direct, and manage a diverse number of projects and activities for utilities.


Physical Demands And Working Conditions:

Work is performed in a standard City office environment and in the field.

·
Requires working in high places and confined spaces; climbing ladders; entering utility vaults; and traveling by boat.

·
Safely lifts and carries materials weighing up to 50 pounds.

·
Requires working in and around construction sites with associated construction site risks and in and around live traffic and large equipment.

·
Safely operates a variety of standard office equipment including a computer, telephone, and copier requiring continuous and repetitive arm, hand, and eye movement.

·
Work is
performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
