This RFI announcement is intended to determine the availability and technical capability of businesses to provide the required supplies. BACKGROUND: The Naval Surface Warfare Center, Crane Division (NSWC-CR) is seeking information for market research purposes for the procurement of continued use of commercial license and maintenance agreements for electronic design automation (EDA) software tools from Cadence Design Systems, Inc. (Cadence). This required software maintenance will be in support of maintaining

NSWC-CR’s current EDA software licensing in support of Strategic Systems Programs (SSP). NSWC-CR intends to award a contract on a sole-source basis to Cadence, 2655 Seely Avenue San Jose, CA 95134-1931 (CAGE 0B6F5). This effort will be conducted in accordance with the statutory authority 10 U.S.C. 3204 (a) (1) as implemented by FAR 6.302-1. The basis for restricting competition to Cadence is because NSWC-CR’s existing software is licensed from Cadence and the software maintenance has to be maintained by the OEM. Cadence EDA software source has been used for analog, mixed signal, and digital tasking within Global Department, Strategic Microelectronics Division for about thirty (30) years at NSWC Crane. The design databases for the parts are in Cadence proprietary formats, developed at the contractor’s expense and are not available for sale to the Government. Use of alternate EDA software would require each design database to be converted at a cost of manpower and schedule. In addition, design kits/tools that provide models, symbols, layout cells, verification decks, and other process information for each semiconductor manufacturer’s process would need to be obtained and/or converted (at a cost of manpower and schedule) to compatible formats for alternate tools. Rising costs and program schedule delays will be incurred if the Government does not continue licensing for Cadence software. This software is required to continue support of multiple sponsor programs’ electronics without delay. Present and future tasking for research and development of integrated circuits also drives the requirements for the needed functionality of Cadence tools.
