PM Tactical Radio Combined Vehicle Installation Kits IIIThis is a Request for Information (RFI) to be used for market research purposes. This is not a Request for Proposal (RFP). This notice is issued solely for informational and planning purposes, and it does not constitute a promise to issue an RFP in the future. Responses to this RFI are not considered offers or proposals and the Government will not award a contract based on this RFI. The Government is not soliciting for proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for the information submitted in response to this RFI or any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the interested parties' expense. It is the responsibility of the potential responder to monitor the website for additional information pertaining to this requirement. Part of Vehicle Installation Kit (VIK) III effort as described herein is
currently being performed by an 8(a) Alaskan Native Corporation (Technical Data Package (TDP) development, TDP maintenance, and hardware installation) as follows:TDP development, TDP maintenance, and hardware installation, under the 8(a) program – Alaskan Native Corporation (ANC):ASRC Federal Field Services, LLC), contract W15P7T-22-C-0006, NAICS Code 541330Installation Kit (IK) Fabrication, Small Business:Newsat North America, LLC, contract W15P7T-20-D-0013/W15P7T-22-F-0165, NAICS Code 334220The part of the effort being performed by the 8(a) entity will continue to be set aside for an 8(a) entity (not necessarily by an ANC).If a certified, qualified, responsible 8(a) entity submits a response to this RFI stating and supporting that it can perform the entire effort under one contract vehicle, that response will be evaluated by the Government for potential consolidation of the two efforts.If the Government determines that the 8(a) entity is “responsible” as described in the FAR; if the Government believes the 8(a) company can successfully perform the effort; and if the Small Business Administration accepts the part of the effort that is not currently being performed by an 8(a) into the 8(a) program, then the entire VIK effort which is currently being performed under two contracts will be consolidated and set aside for an 8(a) entity, should the Government decide to continue with a Request for Proposal (RFP) in the future.If any 8(a) entities submitting a response cannot perform the consolidated effort, please address the ability to perform the TDP development, maintenance, and installation effort. Part of the purpose of this RFI is to determine what 8(a) entities are capable of performing that portion of the effort on a stand-alone basis as well as the ability to perform the consolidated effort.The Government is requesting interested sources to provide:A technical white paper which describes approaches to meeting the specific technical requirements described below. Technical white paper shall not exceed ten (10) pages.A capabilities white paper or briefing that describes organizational profile, experience, and expertise relevant to the requirements, and potential contractual approaches to this effort. Capability white paper shall not exceed five (5) pages.Both documents shall be submitted electronically to the ACC-APG relevant Contracting Officer and Contract Specialists specified elsewhere in this RFI.Operational Description:PM Tactical Radios (PM TR), Product Manager Handheld Manpack Small Form Fit (PdM HMS) Platform Integration effort is responsible for integrating Manpack and Leader radios into the Army’s wheeled and tracked vehicle fleet. This Request for Information seeks information on Industry’s ability to design radio installation kits, create and maintain Technical Data Packages relative to those designs, manufacture said installation kits, and install manufactured kits.Vehicle Installation Kit (VIK) TDP-relatedThe Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Non-Recurring Engineering (NRE) for installation design (which will likely involve CONUS and/or OCONUS travel), TDP development and maintenance, and fabrication of Vehicle Integration Kits (VIKs). The Contractor shall provide Program Manager Tactical Radios (PM TR) with the development and maintenance of Technical Data Packages (TDPs) for Vehicle Integration Kits (VIKs) by conducting Non-Recurring Engineering (NRE) and delivering prototype Integration Kits (IKs) for various vehicle types and vehicle payloads across the Army PEO portfolios.Fabrication efforts:The purpose of this effort is to procure production installation kits for the integration of the tactical radios on a wide range of Army platforms. PM TR has designed, developed, and validated requisite Product Level Technical Data Packages (TDPs) for the production of the vehicle installation kits that are the basis for this effort. The Product Level TDPs contain all information that is necessary to produce the installation kits required under this effort, to include Bills of Materials (BOMs), data sheets, 2D/3D Computer-Aided Drawings (CAD), and vendor specification information required to produce, procure, fabricate and assemble complete vehicle installation kits.Below is a table that outlines the forecasted annual requirements the Army needs for the next five (5) Fiscal Years. These quantities may change if and when an award is executed for these items.Annual Production Installation Kit Requirements (Estimated Quantities)FY24 – 2400FY25 – 2500FY26 – 2000FY27 – 2000FY28 – 2000FY29 – 2000Additional Response Requirements (Basis for the Capabilities White Paper/Briefing)Company/Organization Profile: Describe your company/oganization core business. Please include the following: company/organization name, address, points-of- contact information including name, phone number, e-mail address, number of employees, annual revenue history, office location, Commercial and Government Entity (CAGE) code, Data Universal Numbering System (DUNS) number, North American Industry Classification System (NAICS) code(s), and current business size status under contracts.Experience: Prior/current Department of Defense (DoD) corporate experience performing efforts of similar size and scope within the last two years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of the specific task areas in the referenced contract as it relates to the services described herein. Please describe experience with Risk Management Framework accreditations.Capabilities: Describe experience and capabilities regarding your company's ability to manage DoD tasks of this nature and size. Please describe Security Clearance levels for personnel and facilities.Acquisition/Contracting Approach: If this RFI results in a contract award, the Government currently intends to award a Firm Fixed Price (FFP) production vehicle.Instructions: Vendors who wish to respond to this RFI and receive a sample Technical Data Package (TDP) [Attachment 0002] must sign an individual Non-Disclosure Agreement (NDA) [Attachment 0001] for each member of their team that reviews the TDP, as the dissemination of this documentation is marked Distribution D and is restricted by the Arms Export Control Act or the Export Administration Act of 1979. Dissemination of the TDP is in accordance with the provisions of DoD Directive 5230.25. Per DoD Instruction 5230.24, export-controlled items marked Distribution Statement C or D shall not be disseminated outside the U.S. Government or to U.S. Government contractors without first verifying the recipient’s eligibility and authority to receive export-controlled information by verifying they have a current, valid DD Form 2345. Interested vendors must provide a copy of the DD2345, or their Joint Certification Program (JCP) number to the points of contact listed in the instructions.Once the information and JCP data has been verified, the sample TDP will be sent via DoD SAFE. To receive a representative TDP, interested contractors must submit a fully signed/executed NDA – see Attachment 0001 – within ten (10) calendar days of publication of this RFI not later than 1500 EST on day ten (10). The Government will not respond to requests for a TDP that were not received by the Government with those ten (10) days.
