The contractor shall furnish all labor, equipment, and materials required under this scope. The Scope of Work includes: improvements such as pavement rehabilitation, traffic calming, shared bicycle/vehicles lanes, drainage/sanitary sewer/water system improvements, sidewalks on both sides of road, lighting (installation of conduit and pull boxes, and coordination with FP&L), landscaping and MOT; per the construction documents. The City will HOLD a Mandatory In-Person Pre-Bid Conference on March 5, 2024 , at the Swinton Operations Center (SOC)- Conference and Training Room. 434 South Swinton Avenue - Delray

Questions and Answers: The City provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The City will respond to all questions via Periscope S2G. Licensing Requirements: The Vendor must possess Florida State General Contractor’s license or current certificate of competency issued by Palm Beach County Examining Board having jurisdiction over licensing of Contractors in the type of work involved in this contract. Refer to Qualification of Bidders for additional information. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty, or other acceptable alternative, in an amount equal to five percent (5%) of the bid amount (Refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). Bid Allowance Amounts: T his solicitation includes a pass-thru allowance. It is not necessary to add your allowance amounts into your bid prices. Periscope S2G will automatically add the allowance amounts indicated to your bid total and will be reflected on the final bid tabulation. Video Recordings Allowance $20,000 ( $10,000 per phase), Unforeseen Conditions Allowance $487,000 ( $235,000 for phase 1 and $252,222 for phase 2), and Indemnification Allowance ($10.00). The City of Delray Beach is exempt from Federal and State Taxes for tangible personal property tax. The City of Delray Beach reserves the right to accept or reject any or all Proposals, in whole or in part, with or without cause, to waive any irregularities and/or technicalities, and to award the contract on such coverage and terms it deems will best serve the interests of the City. Proposals will be accepted through a secure mailbox at Periscope S2G (www.PeriscopeS2G.com) until the Deadline for Submission as indicated in this ITB. Late Bids will not be accepted.
