The Department of Homeland Security (DHS), United States Coast Guard (USCG), Operations Systems Center (OSC) in Kearneysville, WV intends to award a contract to Professional Software Consortium (PSC), 4303 Vineland Rd Suite F7, Orlando, FL 32811 for the purchase of Web Travel Preparation and Examination System (TPAX) and Integrated Automated Travel System (IATS) software licenses and support. Web TPAX/IATS provides enterprise web-based systems and solutions for processing travel authorizations and travel claims for Temporary Duty (TDY) and Permanent Change of Station (PCS) travel for civilians and Uniformed Service members in accordance with Federal Travel Regulations (FTR) and Joint Travel Regulations (JTR). Web TPAX/IATS is proprietary software owned by PSC and therefore licenses, support, and warranties can only be acquired through PSC. Web TPAX/IATS software is the only software that meets the requirements outlined in Federal Travel Regulations (FTR) and Joint Travel Regulations
(JTR) for uniformed service members and therefore performs all the functions necessary to support all USCG travel. It is the Government's intent to issue a Firm-Fixed Price contract for a period of twelve (12) months with option periods.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
