This is a Request for Proposals (RFP). The Small Business Administration has approved this 8(a) Competition, the SBA Requirement No. is JS1614117414O.The USDA, ARS Research Service (ARS) Southeast Area (SEA) Crop Science Research Laboratory (CSRL) in Mississippi State, MS has a requirement for the removal of existing and construction of new greenhouse.  All work shall be performed in accordance with the terms, conditions, drawings and specifications contained in the solicitation documents.Contractors shall not directly contact the facility to discuss this requirement.An organized site visit has been scheduled for Wednesday April 14, 2021.  There will be two site visits held that day, the first at 10:30 a.m. Central and the second at 1:30 p.m. Central.  The site visit will be held at the location at:Participants will meet at:USDA ARS Crop Science Research Laboratory (CSRL)810 Highway 12 EastMississippi State, MS 39762Pre-registration to attend the site visit is required no later than
Tuesday April 13, 2021 at 4:00 p.m. Central.  Pre-register by email notification to Nicholas Langley, Nicholas.Langley@usda.gov, and Kevin Magee, Kevin.Magee@usda.gov.  Provide which site visit time will be attended and names of personnel to be in attendance, each firm is limited to two individuals and each firm may only attend either the 10:30a.m. site visit or the 1:30 p.m. site visit, not both.  Wearing of face masks and practicing of social distancing is required at the site visit. Proposal must be received not later than 2:00 p.m. Central Monday May 10, 2021  Proposal must be in writing and emailed to:Nicholas D. LangleyUSDA ARS SEA AAONicholas.Langley@usda.govPROPOSAL MUST BE ANNOTATED AS SUCH AND REFERENCE THE SOLICITATION NUMBER.  Please include a detailed breakdown of price with various cost elements (e.g. materials, sub-costs, bonding, insurance, etc.).  Additional proposal submission requirements can be found in the instructions to offerors, in Section L.All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Ncholas.Langley@usda.gov by Friday April 16, 2021 at 2:00 p.m. Central. Questions that are not submitted in writing or that are not submitted by Friday April 16, 2021 at 2:00 p.m. Central may not receive a response.  Questions/answers discussed at the site visit will not be binding on the resultant contract unless submitted in writing and incorporated into the solicitation by amendment.Amendment 001 is issued to update the Solicitation Posting and the Construction RFP Provisions to include the date, time and other information related to the site visit. The previous Construction RFP Provisions document has been deleted as it has been superseded.Amendment 002 is issued to:1. Provide Questions & Answers Document2. Attach photographs referenced in the design documents.3. Attach the site visit sign in sheets4. Update the Solicitation Posting and the Construction RFP Provisions to extend the proposal due date. An updated Past Performance Questionnaire is also uploaded to reflect the updated due date, the previous PPQ with the original due date will also be accepted.The previous Construction RFP Provisions document and PPQ document have been deleted as they have been superseded.
