9 April 2024 The solicitation has been amended to state “Offeror must quote on all items to be eligible for award”, and to answer the following question.Would the Government be agreeable to Phillips providing a quote for only the Haas machines listed in the subject solicitation? Answer: No. 2 April 2024PANMCC24P0000008208 Maintenance & Repair Service for MachineryThe purpose of this amendment is to change the PANMCC24P0000008208 to solicitation number W9124R24Q0005, and to answer the following the questions:1. Finding parts for the Compressor was rather difficult and I am wondering what happens when parts are no longer available in the future. (Quincey does not support this machine)Thank you for your concern with questions 1-4. At YPG, it has been noted that the Quincey compressors, though only a few years old have offered a challenge as they were purchased for Yuma Proving Ground through a reverse auction bidding process. Parts are available, but “boots on the ground” will better
identify and address the Preventative Maintenance (PM). PM parts have been attained for these compressors, but it did require some effort to identify those PM parts.2. Several Metal Machines are already not working properly. How do you want us to proceed?These matters are typically discovered through the PM process or by metal shop personnel requesting service, repair or attention. Per the PWS, in layman’s terms, these matters will be handled on a secondary portion of the contract against what is called a CLIN. The repair requirements are quoted by the contractor, should the price of the quote be considered fair and reasonable by the government and if the machine is worth the repair, through an approval process internally, communication will be established back to the contractor in the form of contract modification to either proceed with the repair or the government will determine to have that particular machine removed from the list of machines.3. Also, several machines are very old and parts issues will become a problem. How do we proceed with a situation like this.It is noted that some machinery is very old and a basic approach to some pieces must be considered. Very much like #3 above is addressed is how we’ll proceed with these unique matters. Much of the machinery is old yet has proven to be valuable to the government and the government has paved the way to make use of these machines thus far. Continuing to make use is the desired anticipation, but a basic understanding can very well establish that a particular machine has reached its end of life cycle and consequently be removed from the list of machines.4. YPG is not working on Fridays or the Weekend. Could we have access during these times?In accordance with the Performance Work Statement 5.8. Exceptions shall be allowable if for example a machine must be fixed on a Friday or Saturday or anytime outside of the above timeframe and the contractor agrees to that timeframe and government personnel can be on hand to have facilities open for emergency repair/s.The United States Army Yuma Proving Ground (USAYPG), Yuma, Arizona is requesting a quote for a Maintenance and Repair contract for government owned metal working machinery. The maintenance services are on 47 pieces, 2 shop related compressors and 2 air dryers (see Technical Exhibit A). Maintenance services include professional attention outlined in the Performance Work Statement (see Attachment 1) in order to bring equipment up to original equipment manufacturer standards. This will result in a non-personal services contract. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision to perform at USAYPG. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice using FAR Part 13 Simplified Acquisition Procedures. This Request for Quote (RFQ) will result in a single-award, Firm Fixed Price (FFP) and Time and Materials (T&M), Contract Line Item Numbers (CLIN) contract. The North American Industry Classification Systems (NAICS) Code is -811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. NAICS Code is 811310 was considered and selected as it comprises of establishments primarily engaged in repair and maintenance of commercial and industrial machinery and equipment. Establishments in this industry provide welding repair services or agricultural and other heavy industrial machinery and equipment such as: forklifts and other material handling equipment, machine tools, commercial refrigeration equipment, construction equipment and mining machinery. The associated SBA size standard for the referenced NAICS is $12.5M.The Period of Performance:Base year: 01 May 2024 - 30 April 2025Option year 1: 01 May 2025- 30 April 2026Option year 2: 01 May 2026 - 30 April 2027Offeror that fails to furnish required representation or technical information as required by Federal Acquisition provisions 52.212-1 or reject the terms and conditions of this solicitation shall be excluded from consideration. Offeror must quote on all items to be eligible for award. The following factors shall be used to evaluate offers: Best Value, whereby Technical Capability is the Primary factor and Price is the Secondary factor when the proposal meets the acceptability standards identified.The quote shall include transportation costs to USAYPG Yuma, Arizona 85365-9498. Arizona vendors are to include Arizona Privilege Tax. Transportation (if applicable) shall be incorporated into your proposed price. Payment will be made through Wide Area Work Flow (WAWF). Delivery shall be made to USAYPG, AZ 85365-9498 with Freight on Board (FOB) Destination. As a responding vendor you must be actively registered with the System for Award Management (SAM) prior to award of contract.
