PURPOSE/background The County of Riverside Purchasing Department on behalf of the Office on Aging is seeking proposals from qualified parties qualified in providing Multipurpose Senior Services Program (MSSP) and like services for the County of Riverside’s Office on Aging. It is the intent of this request to secure the services of multiple vendors in an ongoing process, to provide needed services wide. Key Principles The mission of this request is to: Provide leadership and advocacy in addressing issues that relate to older residents of Riverside County. Develop community-based systems of care that provide services which support independence and dignity. Protect the quality of life and prevent abuse of older persons and persons with functional impairments. Promote citizen involvement and participation. Program Objectives To have vendors provide and administer Multipurpose Senior Services Programs (MSSP) and like services throughout Riverside County starting on July 1, 2022. Proposals
are being solicited for all MSSP and like services listed in Tab E. The Office on Aging may, but is not obligated to, renew and renegotiate contract(s) annually for up to one (1) additional one-year period through June 30, 2024, contingent on the availability of funds and Contractor performance. Program Outcomes The successful outcome of the program is that all service-eligible individuals have access to programs County wide. Target Population/Historic information The Multipurpose Senior Services Program (MSSP) Waiver provides Home and Community-Based Services (HCBS) to Medi-Cal eligible individuals who are 65 years or older and disabled as an alternative to nursing facility placement. The MSSP waiver allows the individuals to remain safely in their homes. In 1977, legislation established the Multipurpose Senior Services Program (MSSP) as a three-year pilot project. In 1980, the Federal government approved and provided funding under Section 1115 to eight (8) sites for up to 1,900 program service enrollments throughout the United States. In 1983, Torres-FelandoLong Term Care Act extended MSSP and it became a 1915(c) waiver program. In 2019, the MSSP program received a five (5) year renewal through 2024. As of January 2022, the Office on Aging was authorized to serve as many as 299 MSSP slots throughout the county. Funding Estimated MSSP baseline funding in aggregate for fiscal year 2022-2023 is $200,000; however, based on funding and service needs, the OOA may utilize additional funding sources to further augment and support contracted services.
