The name of the party submitting a question will not be included on the Q&A document. Project Overview A. Project Description The Ohio Reformatory for Women (ORW), located at 1479 Collins Ave, Marysville, OH was originally opened in 1916. ORW is the State of Ohio and Department of Rehabilitation and Correction (ODRC) largest all female facility. It is situated on approximately 260 acres, with 60 of these acres confined within the campus’ secure perimeter. ORW houses approximately 2,500 women, with most of these female offenders being Level 1 and Level 2 offenders. This Request for Qualifications (RFQ) is being issued to obtain Professional Architectural/Engineering (A/E) services for the design of: Shirley Rogers stairwell replacement which is needed due to extreme corrosion that the current steel stairs have suffered from salt applications from winter snow & ice removal. An enclosed stairwell with heat will be constructed so salt will no longer be needed for winter condition safety, this will greatly enhance the longevity of the new stairs. Harmon ADA wheelchair ramp needs to be repaired or replaced and replacement of deteriorating front stairs at Harmon building while adding a wheelchair ramp in this area for proper ADA access. Clearview School masonry and foundation repairs from settling observed at the entrance and office doors. Determine and rectify settling cause as water appears to flow towards building at interior corner on North side. In addition, repair of the brick façade on rear of building will need performed along with replacement of flashing on wall cap as it appears to be the cause of issue. Medical area renovations are needed to make better use of available inaccessible space in the area, the following renovation/remediation work includes removing doors, combining pill pass with pill storage, repair existing walls and replace or repair the patient call system. ORW has other renovation requests that will be included if the project budget allows. All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority (ODRC) and/or Owner’s (ORW) policies and procedures. B. Scope of Services The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. http://ofcc.ohio.gov/ Request for Qualifications (Architect / Engineer) continued F110-02-2018-AUG Publish Date: 11/15/22 Page 2 of 4 As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at http://ofcc.ohio.gov. During the construction period, provide not less than 4 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. Please list all major scope services needed to complete the selection process for successful project delivery. The specific scope of services must state particular building types, functional design or specialized professional services required to evaluate the level of experience of each applicant firm (e.g. ADA design, correctional facility, medical facility and building settlement remediation). The scope of services should also define the types of basic and additional professional design and administration services necessary for the project (e.g. LEED credentials and experience, previous experience with local jurisdiction or similar sites, previous experience working with the State of Ohio, Building Information Modeling (“BIM”) experience and training, specific BIM and Owner-defined requirements, level of development to be achieved within BIM models, BIM deliverables, and Owner’s intended use of BIM models after construction). This information will be used by each applicant to populate the Relevant Project Experience Matrix in Section F of Form F110-330. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Interested A/E firms are required to address how they will implement Building Information Modeling (“BIM”) on the project, experience and level of training of staff related to BIM, incorporation of team partners that have previous BIM experience, and an understanding of collaborative BIM processes, including but not limited to the State of Ohio BIM Protocol available at the OFCC website at http://ofcc.ohio.gov. Interested A/E firms are required to submit the Commitment to Participate in the EDGE Business Assistance Program form in its Statement of Qualifications (Form F110-330) submitted in response to the RFQ, to indicate its intent to contract with and use EDGE-certified Business Enterprise(s), as a part of the A/E’s team.
