The proposal shall include a clear table of contents addressing all the requirements of the RFQ. The City reserves the right to reject any or all Statements of Qualifications. PurposeThe City of Middletown DPW owns and operates municipal water system consisting of reservoirs, raw water lines with temporary pumping facilities, water treatment facilities and distribution system that includes water storage tanks. It is the intention of this RFQ to provide the City with a qualified Consultant to provide planning, design, and construction administration consulting services. This RFQ will also serve as the City’s compliance with the Federal Community Grant A/E procurement requirements.EvaluationThe City will evaluate all the Statements of Qualifications to select a qualified Consultant. The qualifications will be comparatively evaluated based upon the requirements stated in the body of this RFQ. After reviewing the Statement of Qualifications, the consultants will be ranked on their:Demonstrated ability to meet (or exceed) MWBE and SDVOB goals with projects – 15%Familiarity of the service area/region and history of similar relationships with communities, utilities, and/or municipalities – 20%Staff/Firm expertise – 35%Ability to provide a wide range of services consistent with the scope of the project – 30%The City will invite at least three (3) consultants to interview for the proposed project to better evaluate the top candidates.Agreement and Project AssignmentContract negotiation will be conducted with the most highly qualified firm to determine compensation that is fair and reasonable based on a clear understanding of the project scope, complexity, professional nature, and the estimated value of the services to be rendered. In the event that a contract cannot be negotiated with the most highly qualified firm, negotiation with other firms continues in order of qualification. Once a scope of services and fee is successfully negotiated, the City will enter into a contract for the services and authorize the Consultant to proceed. Professional ServiceThe following is a general framework of services that will be provided by the Consultant. Services should not be limited by this framework. The scope of services will be tailored to each individual project, its budget, schedule, and nature of work. Consultant teams submitting responses to this RFQ shall consider the following:Assessment of existing conditions and infrastructureProject planningSchematic Design (Progress Plans and Specifications, etc.)Design Development (Draft Design Reports, Final Design Reports, Progress Plans and Specifications, etc.)Construction Documents (Final Plans and Specifications, Contract Documents, etc.)Assist with the bidding of the work (including a Pre-bid Meeting)Assist in the review and award recommendation of contract bidsConstruction Inspection Services/ Construction AdministrationPre-Construction and Progress MeetingsEnvironmental PermittingSurveying ServicesCivil EngineeringObtaining project plans approval from regulatory agencies, including EFC, DOH, DEC, ACOE, etc.Grant coordination with EFC to ensure complianceProject Cost ControlCAD/Mapping/Drafting ServicesStatement of Qualifications ContentA statement is required of each consultant submitting qualifications that best describes the consultant’s understanding of this undertaking, their unique qualifications, their knowledge of government/public utility projects, and flexibility in implementing projects of varied scope and nature.A list of communities/clients and dates where you have provided similar services.Provide the following information: A statement clearly indicating that your firm has the capacity to enter into the Engineering Services Agreement should you be selected.Indicate the primary location of the offices where the work would be performed.An organizational chart indicating the staff that may be assigned to the contract and their responsibilities.General InformationTo be selected, the Consultant needs to be licensed and authorized by the State of New York to practice Architecture/Engineering.Previously prepared document for this project may be downloaded from the following link https://www.middletownny.gov/bids.aspxThe City reserves the right to reject any or all proposals.
