Opportunity Summary
The State of Oregon, acting by and through its Department of Education, ("Agency"), Office of Teaching Learning and Assessment is issuing this Request for Proposals for federal Title IA, ID, IIA, III, IVA, IVB, V (REAP) and McKinney Vento Program Monitors for 2019-2020 and 2020-2021 school years. Procurement Services issues this Request for Proposal (RFP) to establish Price Agreements (PA) with multiple Contractors to provide program monitoring services for the Federal and Secondary Education (ESEA) Act title programs that the Agency oversees.

To comply with the ESEA as reauthorized in 2015 by the Every Student Succeeds Act (ESSA) the Agency is required to monitor districts receiving federal funds. The Agency monitors and provides technical assistance to approximately 45 districts per school year to ensure compliance with ESEA regulations. The Agency requires assistance and expertise of Contractors to assist in these efforts.

The awarded Contractors shall assist Agency Education Specialists in monitoring and providing technical assistance as outlined in the Statement of Work to school districts to ensure compliance with ESEA regulations.

Contractors shall assist in the monitoring of district compliance with ESEA requirements including school visits, and review of district documentation as indicated on monitoring tools.

Contractors shall conduct interviews with district staff members at all levels superintendents, principals, teachers, etc.), review all documents pertaining to Federal ESEA requirements on Title programs, write reports on findings which will be reviewed by Agency
