REQUEST FOR INFORMATION (RFI)Medical Services – Healthcare ProfessionalsU.S. Department of Homeland Security, Customs and Border ProtectionIntroduction:   The Department of Homeland Security (DHS) and its organizational components, primarily US Customs and Border Protection (CBP) require contracted healthcare professionals.  This includes but is not limited to: Physician Supervisors, Pediatric Advisors, Physician Assistants (PAs), Nurse Practitioners (NPs), Licensed Vocational/Practical Nurses (LVN/LPN), Emergency Medical Technicians (EMTs), Patient Safety and Quality Managers, Certified Medical Assistants (CMAs), and Certified Nursing Assistants (CNAs) who are state certified and current in the certifications within their locality.The medical personnel must speak both English and Spanish and have the ability to work 8-12 hour shifts based on need, and the contractor must have the ability to staff sites 24/7.  Personnel must also have the ability to work at different locations on the
SWB with little notice.This medical support contract requirement includes multiple key tasks: Front-line medical services, including the establishment, staffing, and operation of medical units at Medical Priority Facilities (MUs); medical logistics support; administration and program management; reporting; and medical quality management (MQM). Contractor shall perform all medical tasks in conformance with applicable Department of Homeland Security (DHS) and CBP medical policies and directives.This is an RFI released pursuant to Federal Acquisition Regulation (FAR) Part 10 – Market Research. This RFI’s purpose is to obtain market information on viable sources of supply, industry practices, answers to specific questions, and industry comments.  This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. The U.S. Government is not obligated to notify respondents of the results of this survey; responses to the RFI will not be returned. The point of contact for this action is Kirk Hunt, Contracting Officer, kirk.w.hunt@cbp.dhs.gov.   Only electronic responses are requested, please include “RFI Response - Medical Screening Services” in your email subject.   No evaluation letters and/or results will be issued to any respondents.  No solicitation exists at this time; therefore, please do not request a copy of the solicitation.  It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis.Background/Overview:  CBP requires healthcare practitioners to work out of Medical Priority Facilities (MPFs), Office of Field Operations (OFO) Ports of Entry (POEs), and potentially other forward deployed locations to address medical and public health concerns for individuals in CBP custody.Efforts include, but are not limited to:Maintain 24/7/365 hours of operation at most locationsProvide supervisory physician oversight, patient safety risk monitoring, total and medical quality management and regional pediatric advisory servicesEnsure 100% health intake interviews of children under age 18Document medical assessments for all Individuals in custodyProvide follow-up care after referral to a local health system or hospitalizationPublic Health/Infectious Disease support – CBP contracted medical personnel shall provide support to early identification, treatment, isolation, appropriate referrals, infection control, and public health support for infectious diseases in CBP facilitiesExit Health Interview – shall be conducted for class members who receive medical treatment in CBP custody, as appropriate, to ensure persons in custody are fit for travel or transferThe information provided may be used by CBP in developing and refining its Acquisition Strategy, Statement of Work, and Performance Specifications. Responses shall be the minimum length necessary to accommodate all requested information and submitted via e-mail only. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. It is the responsibility of potential offerors to monitor the site for additional information pertaining to this requirement.
