NOTICE OF INTENT TO SOLE SOURCE: IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract to Ventana Slide Stainer/Scanner System, software License and Upath subscription. Per FAR 8.405-6(a)(1)(B) VA will give pathologist the ability to make diagnosis remotely. In addition, the Benchmark Special Stainer will give pathologists the ability to visualize and identify complex cells, cell morphology and the identification of various types of microorganisms to aid in making precise diagnosis. Lebanon VA Healthcare System for a base year with two (4) option years, exercisable at the Government s discretion. This is per Statement of Work. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or QUOTATIONS. Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work per
Statement of Work. Capability information is required by 9:00 AM EST, Monday, April 1, 2024 to establish the ability of the source to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Statement of Work Lebanon VA Medical Center Title of Project: BRAND NAME ONLY - Ventana Slide Stainer/Scanner System, software License and Upath subscription for Lebanon VAMC new Laboratory. . Scope of Work: The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The contractor shall provide one (1) Ventana Slide Stainer/Scanner, software license and Upath subscription and all accessories as outlined in this SON. Background: The Lebanon VA Medical Center will complete construction of a new laboratory in Spring of 2024. Lebanon VA recognizes that increasing the level of automation will greatly increase efficiency and the addition of the Ventana Slide Stainer/Scanner system has been identified as a significant step in that direction. It will give pathologist the ability to make diagnosis remotely. In addition, the Benchmark Special Stainer will give pathologists the ability to visualize and identify complex cells, cell morphology and the identification of various types of microorganisms to aid in making precise diagnosis. Performance Period: The period of performance will be for a twelve (12) month base period with four (4) twelve (12) month option years. Base Year : 26 April 2024 25 April 2025 Option Year 1: 26 April 2025 25 April 2026 Option Year 2: 26 April 2026 25 April 2027 Option Year 3: 26 April 2027 25 April 2028 Option Year 4: 26 April 2028 25 April 2029 Delivery shall occur within 30 days of contract award with a need date of 04/01/2024, in coordination with the POC. Type of Contract: Firm Fixed Price General Requirement: The Lebanon VA Laboratory requires (1) Brand name Ventana Slide Stainer, (1) DP200 Scanner, Vantage Workflow Solution (Navify Pathology Lab Advantage Workflow), Ventana Connect (Navify Pathology Lab Hub Middleware), all accessories to include assembly, installation, training and preventative maintenance and support on equipment and software. Features unique to the Ventana System: Pathology research with high-quality and high-resolution digital imaging Workflow: Auto-Start upon tray load, scan speed 49 seconds, and ease of use Image Quality: Auto white balance calibrations, dynamic focus, color management, and DICOM compatibility Reliability: Diagnostics & Quality Check, no slide handling within the instrument, and CareGiver Remote Support High-speed scanning: Scans at 20x magnification in less than 49 seconds and at 40x magnification in less than 85 seconds for 15 mm x 15 mm areas of interest (AOIs) No slide handling: Loads slides for scanning using a tray-based system, which eliminates slide-handling errors and improves reliability High-quality images: Produces high-resolution digital images for various tissue types, including challenging slides and frozen sections DICOM (Digital Imaging and Communications in Medicine) compatibility: Provides a standardized output file format for interoperability with PACS servers Color management: Uses ICC color standard profile generation in every scan Dynamic focus: Tracks tissue depth in real-time and uses the data for high resolution Research applications: Immediate file sharing for earlier collaboration, remote-site scanning, quantification for IHC markers, and analysis of tissue microarrays Installation: Onsite installation and assembly will be coordinated with our Biomedical Department and Engineering Department. Biomed will need to perform a safety check and enter the equipment into the system for annual Preventive Maintenance (PM) checks. Training: On-site, in person training is required as this is an upgrade to new technology. Sole Source Justification: Roche Diagnostics is the sole manufacturer and distributor of the Ventana system and all the associated reagents and consumables. Additionally, the service of this system must be performed by Roche Diagnostics trained service engineers, or the warranty for this instrument is rendered null and void. The proprietary nature of the technology contained within the instrument requires that only Roche Diagnostics perform certain maintenance and service procedures. The operator s manual describes the routine maintenance activities that should be performed by end-users. All other activities must be performed by Roche Diagnostics trained service engineers. It s Industry-leading technology combines individual slide heating, vortex mixing, and liquid coverslip to ensure high-quality staining on every slide, every time. Automated baking, deparaffinization, and staining, combined with ready-to-use reagent kits limits exposure to, and handling of, hazardous chemicals, creating a safer work environment. In addition, the option for flexible and customizable staining protocols allows assays to be optimized to suit pathologist s preference. Delivery: The Contractor shall deliver all equipment required under this SON within thirty (30) calendar days or less from the date of award, unless otherwise directed by the COR. Delivery of equipment shall be made to: Lebanon VA Medical Center, 1700 S. Lincoln Ave. Lebanon, PA 17042. All federal holidays, excluded. Federal Holidays are available at the Federal Holiday OPM Site. Delivery to the facility shall be coordinated at least 72 hours prior to required delivery date with the Warehouse Supervisor.
