MONROE COUNTY, GEORGIA REQUEST FOR PROPOSALS FOR INTERNET SERVICE Monroe County, Georgia, (“Monroe County”) is requesting proposals from qualified Internet service providers interested in assisting in serving Monroe County with quality Internet service. 1. PURPOSEANDSCOPEOFPROPOSAL A. Purpose: The purpose of this Request for Proposal (RFP) is to determine how to best utilize the available Special Purpose Local Option Sales Tax Proceeds (“SPLOST”)SPLOST funds for Internet Capital Outlay Projects. B. Description: In 2018 the Monroe County Board of Commissioners approved allocating approximately $700,000.00 of the 2018 SPLOST to Internet Capital Outlay Projects. Monroe County is seeking proposals from qualified Internet service providers on how to best utilize these funds to expand Internet services in Monroe County. The goal is to expand Internet services to areas of the county that are currently unserved and under served. Proposals should provide as much specificity as possible to show
the impact that the proposal will have on the unserved and underserved areas of the County. Specific information regarding the number of homes, business and/or properties that will be impacted is encouraged. All proposals for use of the SPLOST funds must be in conformity with the requirements of the Georgia SPLOST law found at O.C.G.A. Section 48-8-110 et. seq.. C. Qualifications: Education and Experience: Monroe County encourages all companies providing a response to this RFP to supply evidence of experience on projects of a similar nature and/or magnitude. All companies must provide a list of references including the contact name, address and telephone numbers. 2. PROPOSAL EVALUATION AND AWARD PROCESS Proposals shall be consistently evaluated based upon the following criteria: Demonstrated competence Experience in performance of comparable engagements Expertise and availability of key personnel Conformance with the terms of this RFP Any other factors deemed relevant by Monroe County Monroe County may also contact the references provided in response to this RFP; solicit information from any available source concerning any aspect of a proposal; and seek and review any other information deemed pertinent to the evaluation process. If a proposal is accepted it will be accepted based on the best interests of Monroe County. 3. Box 189 Forsyth, Georgia 31029 (478) 994-7000 jhedges@monroecoga.org All proposals must be received by 4:30 PM, January 31, 2020. An original and six copies of proposals must be presented. No faxed, e-mailed, or telephone proposals will be accepted. All proposals must be in a sealed envelope and clearly marked in the upper left hand corner “RFP – Internet Service Provider.” 4. SELECTION CRITERIA In its evaluation process, Monroe County will consider the completeness of the written proposal, the qualifications, the proposer’s history of successfully fulfilling contracts of this type, experience in similar work, the proven or potential ability of the proposer to fully comply with all Standards as well as the competitiveness of the fee structure proposed. Each proposal will be independently evaluated on these factors. 5. COMPENSATION Please present detailed information on the proposed use of the SPLOST funds and if applicable, a fee schedule for any services that are proposed to be provided to Monroe County. 6. TERMS. CONDITIONS. AND EXCEPTIONS Monroe County reserves the right to alter, amend, or modify any provisions of this RFP or to withdraw this RFP, at any time prior to the award of a contract pursuant hereto, if it is in the best interest of Monroe County to do so. Monroe County reserves the right to fully investigate the qualifications of anyone submitting a response. Monroe County reserves the right to reject any and all proposals. Monroe County reserves the right to waive informalities and minor irregularities in proposals received. If Monroe County chooses to accept a proposal the acceptance will be conditioned upon Monroe County and the company or person entering into a contract that is acceptable to Monroe County. Monroe County reserves the right to award any Contract to the next most qualified proposer, if the successful proposer does not execute a Contract within thirty (30) days after the award of the proposal. Proposals must include any and all proposed terms and conditions. Alterations, modifications or variations to a proposal may not be considered unless authorized by the RFP or by addendum or amendment. Monroe County is not liable for any costs incurred by respondents prior to entering into a formal contract. Costs of developing the proposals or any other such expenses incurred by the company or individual in responding to the RFP, are entirely the responsibility of the vendor, and shall not be reimbursed in any manner by Monroe County. A proposal submitted in response to this RFP must identify any subcontractors, and outline the contractual relationship between the awarded vendor and each subcontractor. An official of each proposed subcontractor must sign, and include as part of the proposal submitted in response to this RFP, a Statement to the effect that the subcontractor has read and will agree to abide by the awarded vendor's obligations. Failure to meet the Minimum Requirements may result in the proposal being deemed nonresponsive. Complete, sign, and return the proposal sheets where required.
