INVITATION FOR BIDS OWNER: The Borough of Waynesboro PROJECT: The Fifth Street and Hamilton Avenue Storm Sewer Project Sealed bids shall be received by the Borough of Waynesboro (owner), 55 East Main Street, P.O. Box 310, Waynesboro, PA 17268 until 3:00 P.M. on Monday, December 19, 2022. Bids will be publicly opened and read aloud in the Borough Hall’s second-floor conference room at 4:00 P.M. the same day. Bids will be considered for recommendation of award at the Borough Council meeting scheduled for 6:30 P.M., Wednesday, December 21, 2022 in the second-floor Council Chambers of Borough Hall. Sealed bids shall be marked “BIDS FOR THE FIFTH STREET STORM SEWER PROJECT”. Bids are invited for the following: The W. Fifth Street and Hamilton Avenue Storm Sewer Improvement Project to include but not be limited to, performing and/or furnishing and/or placement and/or installation and/or testing of the following: soil erosion and sedimentation pollution controls; unclassified excavation;
installation of various utility relocations and appurtenances; storm drainage inlets, storm sewer pipes, restoration paving of disturbed surfaces, etc. Sealed bids may be mailed to the Borough of Waynesboro, P.O. Box 310, Waynesboro, PA 17268 Attention: Melinda Knott and will be considered if received prior to the scheduled time of bid opening. The Bidder assumes the responsibility for timely delivery. Copies of the Contract Documents and Design Drawings may be obtained for a non- refundable cost of fifty dollars ($50.00), after 8:00 A.M., November 14, 2022 at the Borough Manager’s Office of Borough Hall. Bidders shall submit a list of subcontractors with the Bid. A Pre-Bid Meeting has been scheduled for Wednesday, November 30, 2022 at 10:00 A.M. in the second-floor conference room of Borough Hall. Interested bidders are encouraged to attend. A certified check or bank, payable to the order of the Borough of Waynesboro, or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the bidder and an acceptable surety, in an amount of ten percent (10%) of the total of the bid shall be submitted with each bid. The time for substantial completion of the work of this contract is one-hundred eighty (180) consecutive calendar days. Damages for delay of contract completion shall be liquidated at the rate of $1,000.00 for each calendar day that expires after the specified date of completion. 00030-1 This project is solely funded by the Borough of Waynesboro. Pennsylvania State Prevailing Wages shall apply to this contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, MBE, DBE and WBE participation, participation by Section 3 residents and businesses, and related matters. Written inquiries regarding this Invitation for Bids must be made to the Engineer before 12:00 P.M., Wednesday, December 14, 2022. The Borough of Waynesboro hereby reserves the right to reject any and/or all bids submitted or any part thereof of item herein. The Owner also reserves the right to waive any informalities, defects, errors, omissions, irregularities, or information in bids received. All bids shall remain irrevocable for sixty days after the actual date of the opening thereof unless delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case bids shall be irrevocable for one hundred twenty days.
