The Vermont Agency of Transportation is seeking a Travel Demand Model Services Contractor (Contractor) to house, maintain and apply the statewide travel demand model. The Vermont Agency of Transportation’s (VTrans) Policy, Planning and Research Bureau has maintained and operated the statewide Vermont Travel-Demand Model (Model) since the 1990s. The Model is used to evaluate traffic impacts, regional travel trends, network criticality to support resilience planning and to provide insight into impacts of policy proposals. The Model provides utility to VTrans and occasionally to Vermont’s Regional Planning Commissions, close partners of VTrans through the Transportation Planning Initiative (TPI) program. The Model was initially developed by a consultant for VTrans in the mid-1990s. VTrans staff maintained and operated the Model in-house until the mid-2000s. Since then, the Model has been housed and managed under agreement with an external organization, providing on-call modeling services to VTrans as needed. The Model is currently managed using the TransCAD software and is expected to continue in this platform. Examples of recent Model applications include generation of transportation data to support the Transportation Resiliency Planning Tool (TRPT), modeling the impacts of commercial vehicle permit policy changes on Vermont’s National Highway System routes, and evaluating the combined effect of traffic management plans for multiple, simultaneous construction work zones on traffic
