Water St., LowrySt., Guadalupe St., Hwy 27 (Junction Hwy)• West: Methodist Encampment Rd., Jackson Rd., Harper Rd.Minimum ABOA Sq. Ft.: 5,355 Maximum ABOA Sq. Ft.: 5,355Space Type: Office SpaceTerm*: 15-yrs full/13-yrs firmAmortization Term: For 15/13 Lease Terms: Amortization is 8 years for both TenantImprovements and Building Specific Amortized Capital*Offerors are encouraged to submit rates for all terms available in the AAAP for consideration againstfuture GSA requirements.Agency Unique Requirements:1. Space shall be on the ground floor, shall be contiguous, and on one level without being split by apublic
corridor or firewalls. The ratio of width to length shall not exceed 2:3.2. Space configuration shall be conducive to an efficient systems furniture layout. Consideration foran efficient layout will include, but will not be limited to, the following: size and number ofcolumns, column placement, bay depths, window size and placement, convector size andplacement, electrical and telephone accessibility, any angles, curves or offsets that will result inan inefficient use of space. Columns must be at least 20 feet apart (center to center) and 20 feetfrom any interior wall and be no more than one foot square.3. Ceiling height in all areas must be a minimum of 9 to 12 feet measured from the floor to thelowest obstruction. Junction boxes for systems furniture power poles must be mounted toaccommodate power poles no longer than 12 feet.4. Access to available general/public parking (defined as on-site, on-street, or commercial paidparking facilities with rates at or below market) shall be available at the location or within a onequarter(¼) mile safe walking distance of the offered space/building entrance. Available parkingis defined as empty/open parking spaces, available for use by building occupants, visitors or thegeneral public during the business day (7:00 am – 6:00 pm), Monday through Friday (excludingholidays). A ¼ mile safe walking distance is defined as a walkable/wheelchair accessible path,where sidewalks and appropriate crosswalks and cross signals are present, and the sidewalkwalking path is one-quarter (¼) mile or less from the parking spaces to the buildingentrance. SSA requires access to 22 general/public parking spaces located at or within a onequarter(¼) mile safe walking distance to the building.a. Restricted or metered parking of two-hours or less within the ¼ mile distance does notqualify.b. On-site parking shall meet current local code requirements. In the absence of a localcode requirement, on-site parking shall be available at a minimum ratio of 7 spaces per1,000 rentable square feet.c. ABAAS parking (handicap parking) spaces shall be at a distance no greater than 200 feetfrom the edge of the parking space to the entrance of the buildingd. Lighting for on-site parking: Shall include surround, entrance and walkway lighting thatmeets current IESNA (Illuminating Engineering Society of North America) standards or aminimum of 5 foot-candles for entrances, 3 foot-candles for surrounds, and 1 foot-candlefor exterior parking areas.5. Sites which are located directly on a highway or 6-lane thoroughfare shall not be considered inthe following instances: (1) if the two directions of traffic are separated by a physical barrier ortraffic indicator which does not permit access from either direction within a block; (2) if thelocation access is directly from a highway, unless there is a traffic control device within two blocksor equivalent from the proposed office space. Locations must be as convenient to the visitingpublic as possible. Primary consideration in selecting boundaries will be accessibility by publicand private transportation for the greatest number of people in the service area.6. In cities with public transportation, the service must be at regularly scheduled times during theentire workday and within 600 feet (or two blocks, whichever is less) from the building entrancefor the commuting needs of the visiting public. The route from the bus stop to the buildingentrance shall be accessible for the mobility impaired.Agency Tenant Improvement Allowance Existing leased space: $38.81 per ABOA SFOther locations offered: $46.58 per ABOA SFBuilding Specific Amortized Capital (BSAC) Existing leased space: $00.00 per ABOA SFOther locations offered: $12.00 per ABOA SFIMPORTANT NOTES:Offerors are advised to familiarize themselves with the telecommunications prohibitions outlined underSection 889 of the FY19 National Defense Authorization Act (NDAA), as implemented by FederalAcquisition Regulation (FAR). Please refer to Section 3 (Construction Standards and Shell Components) and specificallyto Paragraph 3.07 (Building Shell Requirements) of the AAAP RLP Attachment #2 titled "Lease Contract"(GSA Form L100_AAAP) for more detail. Tenant Improvement Components are detailed under Section 5of the AAAP RLP Attachment #2 titled "Lease Contract" (GSA Form L100_AAAP) .It is highly recommended that offerors start the SAM registration process directly following the offersubmission. Refer to RLP Clause 3.06, Item 7.(If applicable) The Government intends to award a Lease to an Offeror of a Building that is in compliancewith Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP) outlines complianceactivities required for all leases in moderate or high seismic zones. To determine if your property lies in amoderate or high zone, please reference the map and documents on our website.HOW TO OFFER:The Automated Advanced Acquisition Program (AAAP), located at https://lop.gsa.gov/aaap, will enableinterested parties to offer space for lease to the Federal Government in response to the FY22 AAAP RLP.In addition, the Government will use its AAAP to satisfy the above space requirement.Offerors must go to the AAAP website, select the “Register to Offer Space” link and follow the instructionsto register. Instructional guides and video tutorials are offered on the AAAP homepage and in the “HELP”tab on the AAAP website. Once registered, interested parties may enter offers during any “Open Period”.For technical assistance with AAAP, email LOP.help@gsa.gov.The Open Period is the 1st through the 7th of each month, ending at 7:30 p.m. (ET) unless otherwisestated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on aweekend or Federal Holiday, the Open Period will end at 7:30 PM (ET) on the next business day. Refer toAAAP RLP paragraph 3.02.A for more details on the offer submission process. The Government reservesthe right to allow for multiple Open Periods prior to selecting an offer for award to meet this specific spacerequirement. Offers cannot be submitted during the Closed Period and will not be considered for projectsexecuted during that time period.Lease award will be made to the lowest price, technically acceptable offer, without negotiations, basedupon the requirements in this advertisement and in the RLP requirements package found on the AAAPwebsite. During an Open Period, offerors will be permitted to submit new offers or modify existing offers.Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period.The offered space must comply with the requirements in this advertisement and the RLP and must meetFederal Government, State, and Local jurisdiction requirements, including requirements for fire and lifesafety, security, accessibility, seismic, energy, and sustainability standards in accordance with the termsof the Lease. The Lease and all documents that constitute the Lease package can be found athttps://lop.gsa.gov/aaap.If you have previously submitted an offer in FY 2021, the AAAP application has a copy feature which willallow existing offers to be copied over to the FY 2022 RLP in order to avoid having to re-enter all of thedata manually. Please be sure to review FY22 AAAP RLP Package and each page within the AAAPApplication prior to submitting your offer as some of the questions have changed. You must re-enter yourspace and rates on the ‘Space and Rates’ tab in the AAAP. Your previous offered space will not becopied.
