Evolved Strategic Satellite Communications (ESS) Space Vehicle (SV) Development and Production

1. The purpose of this announcement is to notify potential offerors that the Space Systems Command (SSC) Program Executive Office (PEO) for Military Communications & Position, Navigation, and Timing (MCPNT) is intending to post a Request for Proposal FA8807-24-R-B004 for the Evolved Strategic Satellite Communications (ESS) Space Vehicle Development and Production to the ESS Bidders Library on or after 22 April 2024. This action is expected to result in a predominately Cost-Plus Incentive Fee (CPIF) and Cost-Plus Award Fee (CPAF) contract and will be solicited as a Full and Open competition. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making an award. This is NOT a request for statements of capability, proposals, applications, proposal abstracts, or quotations. Apart from registering for access to the Bidders’ Library and classified material, any information submitted in response to

this notice will not be reviewed. The release of the Request for Proposal/Solicitation will have a 60-day period for receipt of offers.2.
