The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1669ORL01 to Crowley Fuels LLC for the Bethel Bulk Fuel Terminal under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity:
Crowley is planning to install internal floating roofs on three gasoline storage tanks (EU IDs 1, 2, and 4) and a vapor combustion unit (VCU) for the North tank truck loading rack (EU ID 21) at the Bethel facility. This public notice is for the draft ORL only.
Emissions:The potential to emit at the stationary source will not exceed 13 TPY of Volatile Organic Compounds (VOC) by installing and operating IFRs on EU IDs 1, 2, and 4, and a VCU on EU ID 21, using management practices when dispensing gasoline through fuel nozzles, and submerged loading practices when loading gasoline from the
marine header into barges.  By limiting VOC emissions, Crowley avoids the requirement to obtain a Title V permit under 18 AAC 50.326.
ADEC Preliminary Review:
Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Bethel Bulk Fuel Terminal.

Opportunity for Public Participation:
Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
