NOTICE TO DESIGN / BUILD TEAMS MULTI-STAGE COMPETITION The University of Utah Planning, Design & Construction intends to hire a Design/Build Team comprised of a general contractor supported by subcontractors and an architect with supporting technical consultants to design and construct the following project:
 
PERFORMING ARTS BUILDING HVAC UPGRADE - DESIGN/BUILD University Project Number:  22206
 FLCC: $891,000
 
This Design Build project includes the implementation of one of several strategies as outlined in the University of Utah’s Building HVAC Upgrade Feasibility Study (See Exhibit A) The goal of the project is to renew both the heating and cooling systems with a new high

performance HVAC system that provides proper thermal comfort to the occupants and contributes to reducing the building’s carbon footprint.
 
The total project Fixed Limit of Construction Cost (FLCC) is $891,000 and will include design and construction costs for HVAC and energy efficiency improvements to the Performing Arts Building.
 
The University’s standard RFP has been substantially modified. Please read this RFP very closely.  
The Request for Proposals (RFP) documents, including the selection requirements and the selection schedule, are available only at
http://www.bidsync.com . Before submitting a response to Stage I each design / build team lead must register for the project at
http://www.bidsync.com.  

ALL QUESTIONS MUST BE POSTED VIA BIDSYNC.  
The procurement shall be under the Value Based Selection RFP method. A non-mandatory Pre-Proposal Meeting and site visit will be held on
Tuesday, March 17, 2020 at 11:00 a.m .

The Stage I proposal documents that are requested in the RFP must be submitted on BidSync. NOTE: Proposals must be received by the specified time.
PLEASE NOTE : We are not accepting hard copy proposals. All proposals must be submitted electronically at the website listed above.
 
THE UNIVERSITY IS NOT RESPONSIBLE FOR DIFFICULTIES, TECHNICAL OR OTHERWISE, ASSOCIATED WITH THE ELECTRONIC SUBMISSION PROCESS.  
The Contractor (team lead) for the project must be a Utah licensed General Contractor. Association with other individuals or firms having appropriate professional expertise is acceptable. The University will enter into a single agreement with the successful Contractor.
 
A Bid Bond in the amount of five percent (5%) of the FLCC, made payable to the University of Utah shall accompany the cost proposal that must be submitted in Stage II of the selection process.
 
Effective September 10, 2018, the University has retired the previous state mandated Surety Bond Forms and is now requiring the use of the AIA Bid Bond Form A310-2010 and Performance and Payment Bond Form A312-2010.
The University of Utah reserves the right to reject any or all proposals or to waive any formality or technicality in any proposal in the interest of the University.
