The ESSA is a reauthorization of the 1965 Elementary and Secondary Education Act (ESEA) which established the federal government's expanded
role in public education. Section 8302 of the ESEA, as amended by the ESSA authorizes funding of the 21st CCLC program. Its purpose is to provide expanded academic enrichment opportunities, particularly for children attending low-performing schools in high poverty areas. Students and their families are provided opportunities to continue to learn during out-of-school hours. 21st CCLC programs provide academic enrichment activities designed to assist students with meeting state standards. In addition, 21st CCLC programs must provide youth development and parent education components. Youth Development programs can include activities related to character education, technology education, and drug and violence prevention programs.
