Bid Description: Through this Request for Proposal (RFP) the Agency of Digital Services on behalf of the Agency of Administration (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide professional services to implement and fully integrate a highly efficient Human Capital Management and Enterprise Budget Management System that meets the State of Vermont’s critical business obligations to the Citizens of Vermont. We expect through this RFP, the bidder will assist the State in eliminating outdated and antiquated systems and processes; thus modernizing the State’s approach to Human Capital Management (HCM) and Enterprise Budgeting. By modernizing the State’s HCM the State of Vermont will satisfy current State and Federal Security standards while enhancing the end-user experience of State partners and employees working with the State’s Department of Human Resource and Budgeting.
