THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVEPROPOSALS.NOTICE TEXT:This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique services are only available from one source and awarding to any other source would not fulfill the agency’s requirements.  This is not a request for Quotes or Proposals.  No contract award will be made on the basis of response to this notice.  The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland, in support of the United States Army Medical Research Institute of Chemical Defense (USAMRICD), intends to award a sole source firm fixed price contract to 4D Enterprises LLC is a Veteran owned consulting company, located at 8236
Falcon Glen Rd Warrenton, VA 20186 to provide Directed Energy (DE) Consultation services. The required services shall include Subject matter expertise and consultation services in support of the DE program, methods development, experimental design, safety, research execution, and evaluation of findings for the base year and each option year;Provide research activity support services to include task area support, coordination with other United States Government (USG) agencies and DE programs, animal use protocol support, and administrative support; Consultation specific to utilization of multiple devices including, but not limited to pEM; mono-pulse and multi-channel frequency specific micro current with and without light; and, lasers including powers ranging from 0.5 mJ to 75 W in multiple bandwidths for various clinical complaints. Provide theoretical analysis of DE mechanisms of injury and action, analysis of in vivo DE bioeffects data, interpretation of study results, report generation, and guidance on assay development and translation of data for clinical applications.In order to foster a successful program and to educate the USAMRICD and ARL Subject Matter Experts (SMEs) on new forms of UBI, USAMRICD requires the consultant services of an SME with specific and extensive experience in the types of UBI that will be investigated. Specifically the USAMRICD Medical Toxicology Research Division has a requirement for the following support services:The expected period of performance will be for twelve (12) months with an option to extend the contract for two (2) additional twelve (12) month optional periods IAW FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification System (NAICS) for this requirement is 541618.Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information. All responses should include a point of contact, telephone number, and e-mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service.
