This is a sources sought notice in accordance with Federal Acquisition Regulation(FAR) Part 10 and Department of Defense Federal Acquisition Regulation SupplementProcedures, Guidance, and Information (DFARS PGI) 206.302-1(d).The United States Special Operations Command (USSOCOM), Technology ApplicationContracting Office (TAKO) anticipates contracting without providing for full and opencompetition under the authority of FAR 6.302-1, Only One Responsible Source and NoOther Supplies or Services Will Satisfy Agency Requirements for Life Cycle ContractorSupport Service (LCCS) for the Common Avionics Architecture System (CAAS), CockpitManagement System (CMS), Airborne Mission Network (ABMN), Secure Real TimeVideo (SRTV), Aircraft Management System (AMS), Next Generation TacticalCommunications (NGTC) primary hardware. The LCCS requirement includes depotlevel maintenance and repair, spare and repair parts management, sustainment,programmatic support, technical support, a Reliability
Improvement Program, technicalsupply management, on-site customer service support, source of technical data forpublications and training, support and test equipment maintenance and on-site trainingfor unit personnel.The intended source is Collins Aerospace.The Government does not possess and cannot furnish the technical data required todevelop engineering descriptions, technical data packages, or specifications necessaryto permit full and open competition.Interested persons may identify their interest and capability to respond to therequirement or submit proposals. The Collins Aerospace, CAAS, CMS, ABMN, andNGTC have completed or are nearing completion substantial testing and qualification.Any interested source must address how it will meet the system specifications withoutsubstantial duplication of cost and schedule. The Government will consider allcapabilities statements or proposals received within the closing date set in this sourcessought. A determination by the Government not to compete this proposed contractbased upon responses to this notice is solely within the discretion of the Government.Information received will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement.
